In the past time, in the face of the COVID-19 pandemic, Vietnam Social Security has always made efforts to overcome difficulties to effectively implement the assigned targets and tasks; promptly implemented flexible solutions to support employees and employers, helped enterprises to recover in the post-COVID period and ensured the best benefits for participants of social insurance, health insurance and unemployment insurance.
The Vietnam Social Security adopted many solutions to support employees during the COVID-19 pandemic
Vietnam Social Security actively worked together with the Ministry of Labor, War Invalids and Social Affairs, other ministries and sectors to promptly submit to the National Assembly, the Government and the Prime Minister to issue policies supporting employees and employers affected by the COVID-19 pandemic, including Resolution 42/NQ-CP dated April 9, 2020 and Resolution 154/NQ-CP dated October 19, 2020 of the Government on measures to support people facing difficulties due to the COVID-19 pandemic; Resolution 68/NQ-CP dated July 1, 2021 of the Government on a number of policies to support employees and employers facing difficulties due to the COVID-19 pandemic; Resolution 03/2021/UBTVQH15 dated September 24, 2021 of the National Assembly Standing Committee promulgating policies to support employees and employers affected by the COVID-19 pandemic from unemployment insurance fund; Resolution 116/NQ-CP dated September 24, 2021 of the Government on supporting employees and employers affected by the COVID-19 pandemic from unemployment insurance funds; and Resolution 24/2022/UBTVQH15 dated August 11, 2022 of the National Assembly Standing Committee on continuing to support employees according to Resolution 03/2021/UBTVQH15.
The implementation of these support packages in the context of the complicated developments of the COVID-19 pandemic put great pressure on the workload for Vietnam Social Security (from preparing resources, building the process of deploying and modifying professional software, to propaganda so that employees and employers can grasp information and methods to approach support packages in a proactive and timely manner).
Faced with the above difficulties and challenges, in order to quickly and effectively implement the support packages, right after the Resolutions were issued, General Director of Vietnam Social Security Nguyen The Manh urgently requested fully preparing all resources to effectively organize the support packages according to the set plan. Accordingly, Vietnam Social Security has focused on mobilizing all available resources, promoting the advantages of the information technology data system, and deploying packages to support employees and employers. Vietnam Social Security also supported employees and employers to access the policy in the fastest and most complete way.
As a result, by the end of September 2022, the Vietnamese social insurance industry had spent over VND47.2 trillion to support employees and employers affected by the COVID-19 pandemic, accounting for 54.3% of the Government's total COVID-19 support packages.
Accordingly, Vietnam's social insurance industry has paid VND31,836 billion directly from the unemployment insurance funds to over 13.3 million employees; spent VND15,428.2 billion on suspending contributions to retirement and death insurance benefit funds, reducing insurance premiums for occupational accidents and diseases, unemployment insurance and supporting vocational training for over 739,000 employers. This is a testament to the initiative, efforts and determination of the whole Vietnam Social Insurance industry in effectively implementing the Government's COVID-19 support packages for employees and employers.
It can be affirmed that the promulgation of resolutions to support employees and employers affected by the COVID-19 pandemic continues to affirm the proper attention, leadership and direction of the Party, National Assembly and Government in supporting employees and employers participating in social insurance and unemployment insurance to overcome difficulties caused by the pandemic. Thereby, it also affirms its active role in advising and accompanying the Government and ministries, branches and localities to promptly support employees and employers affected by the COVID-19 pandemic. It also clearly demonstrates the sense of responsibility and efforts of the Vietnam social insurance industry to ensure the interests of participants of social insurance and unemployment insurance, contributing to stabilizing people's lives, and fostering socio-economic development.
