Hacom Holdings: Collaborative Efforts to Realize Ninh Thuan Provincial Planning

The recent conference unveiling the Ninh Thuan Master Plan for the 2021-2030 period, with a vision to 2050, and promoting investment in Ninh Thuan province, themed “Ninh Thuan - Land of Convergence of Distinctive Values,” presented a lot of opportunities. The first advantage of K2 is the golden location by Ninh Chu Coast on the most beautiful coastal road in Vietnam. A side is adjacent to Road 16/4 and other side is next to Tran Nhan Tong Street that leads to the downtown of Phan Rang - Thap Cham City, a driving force for the city's development. Binh Son - Ninh Chu Coastal Urban Area is a pioneering project to create a comprehensive coastal urban area in Ninh Thuan. It lies in the golden tourism quadrangle (Da Lat, Phan Thiet and Nha Trang) and has clear legality, long-term ownership. This is a rare coastal property with lifelong value and trans-generation ownership.


To date, Hacom Holdings has invested more than VND1,200 billion in the first-phase infrastructure system with 1,000 townhouses and beach villas, 2,500 apartments, 3-star hotels, more than 5,000 tourist apartments and 5-star Hacom Luxury Hotel Complex. To develop urban infrastructure with social, commercial and tourism infrastructure, on March 3, 2023, the company officially started construction on Premium Ocean Gate low-rise shophouse project in K2 Urban Area with 12 land plots for low-rise residential buildings and a total area of about 353,000 square meters. Costing over VND900 billion for construction, the project has about 350 commercial houses of 4-6 floors, expected to be completed and started operations after 24 months of construction.

Hacom Holdings is not only instrumental in transforming the landscape of tourism and recreational properties in Ninh Thuan but also prioritizes addressing the pressing housing needs of the province’s low-income population. In alignment with the Ninh Thuan urban development plan and program, Hacom Holdings will continue its investment in 2024 to construct a social housing area as part of the K2 Project. This project will feature six 15-storey buildings and a 25-storey complex, providing a total of 2,119 apartments. With investment of VND3,000 billion, the project is aimed at alleviating the urgent housing needs of low-income individuals and enhancing the living standards and settlements for the local population.

Actively anticipating and effectively seizing all opportunities

On April 28, 2024, the Ninh Thuan Provincial People’s Committee successfully hosted the conference on master plan announcement for the 2021-2030 period, vision to 2050 and investment promotion in Ninh Thuan province, themed “Ninh Thuan - Land of convergence of distinctive values”.

Previously, the Ninh Thuan Provincial Planning for the 2021-2030 period, with a vision to 2050, was approved by the Prime Minister in Decision 1319/QD-TTg dated November 10, 2023. The master plan opens up a 10-year new development space and a 20-year outlook. By 2030, Ninh Thuan aims to be an upper middle-income province with a dynamic and sustainable economy driven by marine and urban sectors. The southern region’s development will pave the way for a coastal economic zone. By 2050, it plans to be a rapidly developed province with a diverse economy, modern coastal zones, and eco-friendly urban systems. It will be resilient to disasters and climate change, preserve cultural and ecological values, and enhance the living standards of its people.

Regarding development orientations and priorities, according to the master plan, the province will reorganize its development space in close alignment with Southern Central provinces based on four territories, three driving regions, three development corridors and five important disruptive industries. It will take the marine economy and the urban economy as driving forces for development.

Although Ninh Thuan has made strong progress, its achievements are still not commensurate with local available economic potential and advantages. The master plan is built with high quality, expected to help promote and exploit advantages of renewable energy (wind and solar), marine economy and marine tourism, enabling Ninh Thuan to achieve rapid and sustainable development.

In that context, K2 Project is considered a highly competitive product in the beach resort property market in Vietnam in the coming time. The project is forecast to create a driving force to boost the development of marine tourism as per the Resolution 01/2020 of the Executive Board of the Provincial Party Committee (14th tenure) on “Developing the urban economy, gradually building Phan Rang - Thap Cham into a smart city, creating driving forces for socioeconomic development; enabling Ninh Thuan to develop quickly and sustainably to become a hospitable living place and a charming destination for investors and tourists.”
