Project Management and Land Development Board for Area 4: Toward Professionalism and Modernization

The Project Management and Land Development Board for Area 4 was formed by merging the Project Management Units of Muong Cha district and Muong Lay town. Its structure has been streamlined into three specialized departments: Office, Project Management, and Land Development, following the principle of reducing intermediaries and improving efficiency.

In its first year, it took over dozens of transferred projects with a total capital of over VND1,200 billion, ensured project timelines, quickly stabilized its organization, and clearly assigned responsibilities. Centralized management has kept disbursement rates above 95% of the plan, improving budget efficiency and concretely implementing the spirit of the 13th Party Congress Resolution on strengthening discipline, order, effectiveness, and efficiency.

Along with streamlining its structure, the unit has advanced digital transformation in management. 80% of project records are digitized, cutting processing time by 20–30% and enhancing transparency and openness. The three-party coordination model of investor, local authorities, and contractor has addressed obstacles promptly, ensuring that key projects, such as provincial roads and irrigation systems, are completed on schedule, giving infrastructure in the Northwest region a renewed appearance.

With the goal that by 2030 Dien Bien will become a relatively developed province in the midlands and northern mountainous region, the Project Management and Land Development Board for Area 4 aims to build a professional, modern, and streamlined unit capable of managing large-scale projects, contributing to making infrastructure a lever for Dien Bien’s breakthrough.
