US Unlikely to Lift Monitoring Mechanism on Vietnam Apparel Late 2008

The U.S. Department of Commerce (DOC) may not remove its monitoring mechanism on apparel originated from Vietnam by late 2008 as scheduled, the Department’s chief assistant David Spooner said.

David Spooner made the statement on September 26 while meeting with Bui Xuan Khu, Vietnam’s deputy minister of Industry and Trade on his working trip to HCM City.

“We are considering the anti dumping case by comparing Vietnam’s apparel export values with U.S. market and the U.S. total import values”, noted the official, adding that the disparity is comparatively low.

The department will focus on (1) investigating statistics provided by the U.S. customs and confirmed by Vietnam agencies, (2) considering U.S. apparel producers’ proposals to impose anti-dumping tariffs on Vietnam apparel exports and (3) apparel exports from other countries and territories which also may affect the country’s apparel production.

To date, DOC has not announced its first six months result of the monitoring mechanism over Vietnam apparel exports, which was set to be released in early September. The final conclusion would come out in late October, forecast Diep Thanh Kiet, deputy chairman of the HCM City Knitting, Embroidery and Textile Association.

Vietnam apparel exports do not pose negative impacts on the U.S. apparel production, especially basing on U.S. judging criteria, Bui Xuan Khu noted. (toquoc.gov.vn)
