To build Binh Tan into a dynamic, civilised and modern urban zone in accordance with the development orientation of Ho Chi Minh City, the planning of urban spaces, development of industrial parks, residential zones and the speedy construction of infrastructure became a critical task of Binh Tan district. And, Tan Tao Central Residential Area is an important project that reflects the development orientation of the district.
A western gateway urban zone
After separating from Binh Chanh district, Binh Tan district has created favourable conditions for companies to expand production, business, trading and service. Therefore, more and more businesses and migrant workers choose to settle down in Binh Tan. However, to date, the district has failed to meet basic needs of the people and entrepreneurs for accommodation, entertainment, recreation, shopping, working office and shopping centre. Besides, the Tan Tao residential project is built in Tan Tao A ward, on extremely unproductive farming land heavily contaminated with alum where people could not live by farming.
From this reality, since its establishment, the Executive Committee of District Party Congress IX for the term from 2005 to 2010 was determined to transform this area into a spacious modern urban zone, a satellite city in the western the gateway of Ho Chi Minh City - the largest commercial centre in Vietnam. After adding the determination to the Resolution, the district evaluated the efficiency of farming and non-farming land to rebuild the area. The district invested in upgrading old urban areas and building new modern urban zones with capital raised from various sources and channels. To date, the detailed blueprint for Tan Tao Central Residential Area has been basically completed and the district is embarking on building several major works.
With an area of 750 ha located in Tan Tao A Ward, contiguous with the western gateway of the city and near large-scale industrial parks like Tan Tao and Le Minh Xuan, Tan Tao Central Residential Area will become the most important trade hub in Ho Chi Minh City, specially with respect to relations with Mekong Delta provinces. Besides, the waterway transportation system has been dredged, converting the Tan Tao Central Residential Area into an ecological urban zone connected with the waterway system. Arguably, this is key leverage for the district to stimulate socioeconomic growth and develop the abandoned alkaline land into a modern, spacious, civilized and clean urban zone. At the macro level, Tan Tao Central Residential Area is a modern city and a commercial centre in the western gateway of Ho Chi Minh City.
Synchronism and modernity
With the desire of making a breakthrough in the process of not only urbanisation but also socioeconomic development in the district, leaders of Binh Tan decided to build Tao Tan Central Residential Area with a new approach: The government only plans and manages the project and the investment will be decided by the people. Accordingly, the people become the actual investor, not land abandoners. This decision of Binh Tan authorities is applauded by organizations and individuals in the new urban area because, with the approved plan and current legal documents, land owners and investors will easily reach agreements of mutual benefit. They draw investment capital for projects in line with the approval of the local government.
Additionally, with a policy of forming a centre with many hospitals, shopping centres and exhibition centres, Tan Tao Central Residential Area decided to combine modern and traditional characteristics. The whole area will consist of a central zone with many subzones like administrative centre, post offices and traditional markets. A large space will be given to parks and sporting facilities. This area will form a typically urban landscape when there is a perfect blend of green parks for recreation and entertainment and the utilization of existing canals to build an artificial centre lake to enhance the aesthetics for the urban zone and regulate low-lying places. A variety of modern house models like high-rise buildings, townhouses and villas will be built. The layout has created fresh air and ventilating ways for the entire urban area and brought the nature nearer to residents. Especially, there will be standard internal roads and public utilities in each residential area.
In addition to new urban residential zones like An Lac-Binh Tri Dong and Kinh Duong Vuong, the Tan Tao Central Residential Area, with its property building density, is believed to be a potential market for investors. With its high practicability, site clearance and compensation are rapid and favourable. By the end of 2009, the People’s Committee of Ho Chi Minh City completely approved land assignments to builders. The modernity and professionalism from the stage of designing, investing and implementing make Tan Tao Central Residential Area an attractive destination for foreign investors.
With high feasibility and high economic effect, Tan Tao Central Residential Area will certainly become a symbol of prosperity of Binh Tan district in particular and Ho Chi Minh City in general.
