Paying the Way for Sustainable Industry

To step up industrialisation and modernisation, Binh Phuoc province has recently paid due attention to developing spearhead industries, improving the quality and competitiveness of goods and products, aiming to become an industrialized province by 2020.
On the basis of clearly defined industrial crops such as cashew, rubber, pepper and tapioca as the potential of the province, they are considered a key to create rich source of raw materials for processing industry development and export of agricultural and forest products; therefore, Binh Phuoc province has mainly concentrated to this key spearhead development and achieved very encouraging initial successes. Products of the province’s industry such as cashew nuts; rubber products; electronic components; timber products; cement-clinker already have a foothold in the international market. This achievement results from the care of Binh Phuoc province to build a geographical guide. Furthermore, Binh Phuoc province has also encouraged investment projects in the field of processing products from industrial crops of the province. So far, the province has attracted some significant investment projects such as bio-ethanol project with a capacity of 100 million liters per year, and now it is in operation; and it also call for investment projects of processing products from rubber.
 
Moreover, by using the science and technology funds, the province has also supported cashew nuts processing enterprises to change machinery and equipment for improving productivity, product quality and boosting exports directly. The province also sets up planning, policies and programme: Planning of rubber products processing industry; planning of cashew nuts processing industry; agriculture extension programme in Binh Phuoc province for the period of 2011 - 2015; planning of cleaner industry production in Binh Phuoc province toward 2015; list of priority industries, key industries, dominant products of the province for the period between 2011 - 2015 and toward 2025. Particularly, starting with the perception of the Party Committees is considered the construction of infrastructure as a leverage to promote socio-economic development, in period of 2006 - 2010, the infrastructure development investment is always set as priority. In 2011, People Committee of the province continued to focus on mobilising capital, looking for solutions, urging to speed up the upgrading and expansion of the main transport networks: BOT project of Highway 14, fragment Dong Xoai - Cay Chanh and Dong Xoai - Chon Thanh, accelerating BT project Loc Tan - Bu Dop Road, DT 741 fragment Phuoc Long - Bu Gia Map, Ming Hung - Dong No Road, Dong Phu - Binh Duong Road.
 
With active support from provincial government, especially efforts to overcome difficulties of business community in the area, Binh Phuoc province has sustainably developed, contributed largely to producing goods for consumption and export, created jobs for people. Each enterprise, production base owner has more aware of applying and modernizing technology, improving productivity and product quality, diversifying products, as well as actively constructing and promoting brands. Products are accepted by consumers, several products have had their places in domestic and foreign markets such as cashew nuts, rubber latex, electronic components, wood products, cement – clinker... In the period of 2006-2010, industrial production value of the province increased 21 percent per year in average; especially it increased 22.51 percent in 2011. Strong and continuous development of the industry has contributed to shift the economic structure of the province by increasing the share of industry and services, reducing the proportion of agriculture.
 
However, if compared to requirements of process of industrialization and modernization, there are still many limitations and shortcomings, because although the industry of Binh Phuoc has grown, it still has not had any breakthrough step. Most of production facilities are small scaled, using much labour, outdated technology, polluting the environment. Sharing with us, Mr Le Van Uy, Director of Department of Industry and Trade said that promoting industrial development while ensuring sustainable principles is a difficult problem for many provinces and cities throughout the country, not just only for Binh Phuoc. In order to solve this problem, in the future, the province will focus on subdivision and planning details for each industrial zone, economic zone and industrial cluster in the area. It will also organise training classes of ISO, HACCP, GMP, e-commerce for enterprises. At the same time, it will guide enterprises in registering contents of implementing “Strategy for cleaner industrial production to 2020”.
 
Along with efforts to improve quality of business support activities, the province will also be interested in implementing preferential policies to develop high tech industries, support the renewal of machines and equipment financed by science and technology funds, as well as industry promotion funds to create a foundation and motivation for the development of the industry in the following time.
