Stable Economic Development

Despite facing economic difficulties, Chau Thanh district in Kien Giang province managed to gain many socio-economic achievements in 2012 and is attempting to meet socio-economic targets in 2013.
Generally, Chau Thanh socio-economic status in 2012 still saw stable development. Some sectors such as agricultural production, aquaculture, industry, trade etc met and exceeded the planned targets. Civil works funded by state budget and managed by the district were well implemented while rural transport continued to be integrated into national target programme on new rural area development etc. Local social-cultural sector also saw many positive changes; education and training witnessed more improvements than before when cultural, entertainment, sport activities were included in the programs on national holidays or occasions and public health care received more and more emphasis etc.
 
The district’s socio-economic development in 2012 was demonstrated by figures such as local gross domestic product (GDP) of VND3,223 billion, up by 16.5 percent year by year, GDP per capita of VND20,840,000 (US$1,900), up by15.15 percent against 2011.The economic pattern shifted in the direction of increasing proportion of industry-construction that was occupied 31.71 percent (up by 3.2 percent against 2011) while agriculture-aquaculture took 23.76 percent (down by 2.84 percent against 2011) and commerce – services accounted for 44.53 percent (down by 0.29 percent against 2011).
 
In agricultural production, the district’s paddy cultivated area in 2012 was 49,355 ha, increasing by 536 ha against 2011, bringing average yield of 6.250 tonnes/ha/year, up by 0.237 ha; production of 308,466 out of 298,408 tonnes, beating 103.37 percent of the annual plan, up by 14.930 tonnes against 2011.
 
Regarding aquaculture production, there were 362 means in the whole district, increasing by 29 ones. The exploitation yield was 55,514 out of 52,000 tonnes of prawn, fishes, beating 105.13 percent as planned, up by 5,582 tonnes year by year. The aquaculture production was estimated at 4,540 out of 4,800 tonnes, beating 94.58 percent of the plan.
 
The district’s sector of industry – handicraft and commerce – service also saw growth in 2012 with production value estimated at VND2,702 billion, beating 100.07 percent of the plan, up by 13.87 percent year by year. Constant growth of commerce – service sector was illustrated with 2,888 households with business registration and total transacted goods value of VND4,400 billion, beating 101.1 percent of the plan and up by 22.29 percent year by year.
 
In school year 2012 – 2013, the district maintained illiteracy elimination and primary education universalization activities. By November 2011, the communes and towns continued to be certified to meet standards of making primary education compulsory at right age and universalize secondary education. Health care and medical activities were also implemented well, in which emphasis was made on medical examination and treatment, national health care programmes, reinforcement and expansion of health care network at grass-root level. So far, there are 9 out of 10 medical clinics meeting standards and 69 medical groups, which means all hamlets and residential areas have medical groups. In addition, there are 100 private pharmacy and medical units under management etc.
 
The above achievements originate from attention of Provincial People’s Committee, support from departments and agencies and leadership of the District Party Committee, plus the fact that the District People Committee, during their management and coordination, has actively built up plans, programmes and identified core tasks, foster field visits and timely addressed issues arising during implementation arrangement. Specialised agencies under District People’s Committee are also trying to undertake tasks with close coordination in work, especially with consensus and support from the residents, thus, the tasks and assignments have been implemented with high efficiency.
 
In 2013, Chau Thanh district also targets to reach economic growth rate of or higher than 16.5 percent against 2012, continues to have economic pattern shifted, promotes production and improves goods quality to join the market and develop more services etc.
 
Particularly, the district will meet the targets such as GDP growth rate to increase by at least 16.5 percent, agriculture – aquaculture to be up by 4 percent, industry – construction to be up by 28 percent, commerce – service to be up by 15 percent. The economic pattern is as follow: agriculture – aquaculture accounts for 21.19 percent, industry – construction occupies 34.93 percent and commerce – service takes the rest 43.88 percent. GDP per capita is expected to reach VND24,013,000 per year (equivalent to US$2,185 per year), and GDP per capita for farmers is VND19,000,000 ( ~ US$950).
 
Concerning agriculture, the district continues to have its economic pattern shift to suit regional planning, conducts surveys to build up model of large field, and orients to promote livestock and crop varieties in effective and sustainable direction. For aquaculture and fishery exploitation, the district adopts applicable policies on support and encouragement for fishermen. Meanwhile, regarding industry – handicraft sector, preferential and support policies are timely exercised to enable businesses’ access to funds for their production expansion, investment into technologies in order to improve quality and types of goods with high economic value. At the same time, the district also coordinates with provincial departments and sectors to orient the rehabilitation of some local tradition professions etc.
