On December 24, 2014, the Ministry of Transport signed an official contract to carry out the restoration and upgrading of National Road 38, the section linking National Road 1 and National Road 5, which runs from Bac Ninh province to Hai Duong province. The BOT project was undertaken by a consortium comprising Vinaconex 2 Joint Stock Company, Licogi 16 Joint Stock Company, and Port Operations Investment Joint Stock Company. BOT 38 Joint Stock Company is a contract leading enterprise. This is a key project invested by the Ministry of Transport. Once completed, the VND1,700 billion project will be an important traffic route interlinking Noi Bai International Airport, Cai Lan Port of Quang Ninh province and other economic zones in the northern region.
Kicked off in July 2014, the project is scheduled for completion in the second quarter of 2016. In the spirit of working hard and quickly, the investor reviewed, selected and transferred its key staffs for the project. Financial and budgetary disbursement was made timely for contractors and local site clearance councils. Management consultants, supervision consultants and contractors regularly met to review the progress and quality of work. The Ministry of Transport, the Quality Management Bureau, and the Project Management Unit 2 under the ministry also regularly sent officials to the site to direct and coordinate with the investor and contractors.
National Road 38, invested in the BOT (build - operate - transfer) form, has a total length of over 28 km (Km4+200 - Km32+800), starting in Bac Ninh City - the capital of Bac Ninh province, and ending at the intersection with National Road 5 in Quan Goi, Hai Duong province. The project is divided into 20 packages, including 10 consulting packages and 10 construction packages. Seven out of 10 construction packages are primary construction (packages from 11 to 17) and three packages cover lighting, traffic safety and toll stations.

Packages from 11 to 15 include the construction of 18 km of road passing four localities of Bac Ninh province: Bac Ninh City, Tien Du District, Que Vo and Thuan Thanh districts. To date, localities in Bac Ninh province have transferred 80-90 per cent of land required to the investor as committed by provincial leaders. For its part, the investor has required its contractors like Licogi 16 to carry out its bids from 11 to 13, the consortium of Port Operator and AVIA to undertake the package 14, and Dong A Port Operator to execute the package 15 as scheduled. Contractors were also committed to to the investor to complete their bids two months ahead of the schedule of April 2016.
Packages 16 and 17 cover the construction of over 10 km of road crossing two localities of Hai Duong province: Cam Giang and Binh Giang districts. So far, these two localities have handed over 50 per cent of land required to the investor but construction work has not been started because the investor needs to deal with existing infrastructures on the blueprint route like telecommunications, electricity and water facilities. Hai Duong province was also pledged to hand over the land to the investor by the end of September 2015. The investor urged the consortium of Port Operator and AVIA to prepare enough machines, equipment and personnel to carry out its bids and complete the project two months ahead of schedule as pledged by contractors of Packages from 11 to 15.

Mr Luu Quang Lam, Chairman of BOT38 Joint Stock Company, said, to accelerate the project implementation, the investor has introduced many drastic measures like requiring the Project Management Unit (PMU 6) to outline progress management measures for the project. Contractors were required to have detailed construction schedules for their packages for every week and every month of construction. The investor also asked construction consultants and supervision consultants to base on the overall progress of the project when they make appraisals and approval. For its part, the investor will directly check the progress of the project and packages. If contractors fail to meet requirements, they will be forced to give up their packages for other contractors with better capabilities.
Once completed, National Road 38 will link economic, cultural and commercial centres in the northern region. With the effort of investor, contractors and authorities, the project is expected to keep up with the schedule to be put into operation in time.
