VietNam Electricity (EVN) and Korea Electric Power Corporation (KEPCO) established relations in 1996 following a memorandum of understanding (MoU) on cooperation in information, technology and experience exchanges in energy management. Given fine relations, in 2006, 2012 and 2015, EVN and KEPCO signed new MoUs to renew their expired ones and open up better development cooperation directions for both sides for specific phases. The cooperation with KEPCO has contributed considerably to EVN development, including some specific fields of cooperation as follows:
- Cooperation in technological information exchange and technical and managerial experience sharing in operation and development of power grids and power plants.
- Cooperation in consulting and training exchange in power sources (hydropower, thermal power, especially nuclear power technology, pumped-storage hydroelectric power, combined power cycle and renewable energy); power transmission (reduced power loss and increased system reliability, ultra-high voltage technology, power quality improvement); power distribution (automatic power meter reading technology, distribution automation techniques, distribution information technology); operation and maintenance; telecommunications and information technology; and other fields, such as electricity market development, system training, power pricing mechanism development, and demand side management (DSM).
- Cooperation in organisation of field trips to South Korea-based power plants for EVN engineers to acquire and exchange experience in the scope of cooperation.
The cooperation in personnel training, managerial experience sharing, power project development support and PPP model in Vietnam has been established by both sides and will be further expanded and developed in the coming time. Specifically, Nghi Son 2 project, a BOT-modelled power plant project in which KEPCO engages, has also concluded power purchase agreement (PPA) negotiations and three EVN officials have been sent to KEPCO’s KINGS School for study since 2012. Management experience sharing will be mutually organised by the two sides in the coming period.
In the next phase, with KEPCO’s experience and development level, EVN may deepen its cooperation with KEPCO in the following aspects:
- Senior official exchange, experience sharing in organisational and governance models in a bid to enhance labour productivity;
- Experience sharing in operation and maintenance of power plants, fuelled by imported coal and supercritical boiler technology;
- Support for EVN in coal import for power plants.
By realising its cooperation contents with KEPCO, EVN hopes to make positive contributions to ever-growing economic, trade and investment cooperation ties between Vietnam and South Korea.
