Muong Thanh Ward Poised for New Era

Immediately after successfully holding the First Congress of the Muong Thanh Ward Party Committee for the 2025-2030 term (August 6-7, 2025), the Party Committee, local government, and residents of Muong Thanh ward began implementing the Congress Resolution. This marks an important milestone, opening a new stage of development toward higher goals.

Building on achievements and strengthening unity

Under Vietnam’s new two-level local government model, Muong Thanh ward was established through the merger of three former administrative units: Noong Bua ward, Nam Thanh ward (previously part of former Dien Bien Phu City), and Thanh Xuong commune (previously part of former Dien Bien district). Covering 27.56 square kilometers with a population of more than 25,500, Muong Thanh is one of three key urban areas driving economic growth, commerce, services, and urban expansion in Dien Bien province.

The ward’s diverse population, including Thai, Kinh, Hmong, and other ethnic groups, forms a vibrant cultural mosaic and a solid basis for social cohesion. This diversity enhances local traditions while strengthening unity and collective resilience among residents.

According to Do Thi Thu Thuy, Secretary of the Muong Thanh Ward Party Committee, during the 2020-2025 period, despite many challenges, the Party, government, and people now under the new ward structure achieved significant progress. The first Party Congress of Muong Thanh ward set out its strategic objectives for 2025-2030: to enhance the leadership and capacity of the Party organization, strengthen the efficiency of local governance, and fully leverage the ward’s resources to drive socio-economic breakthroughs.

To realize these goals, Muong Thanh ward is focusing on key priorities. The ward is building a clean, strong, and modern Party and political system, improving leadership methods, and developing capable, ethical, and responsible cadres while preventing political complacency and maintaining integrity. It is mobilizing all available resources to invest in urban infrastructure, transportation, technology, agriculture, and tourism, while encouraging private-sector participation in development projects, particularly along national highways and newly planned urban zones.

The ward is also promoting scientific and technological innovation, digital transformation, and green development in management and production. It is pursuing sustainable agricultural practices tied to branding, geographical indications, and value chains, with a focus on maintaining and expanding the smart rice model in the Muong Thanh field to create a high-quality, safe, and concentrated agricultural production area.

In addition, Muong Thanh aims to develop cultural, ecological, and community-based tourism, digitize destinations, and attract business investment in trade and services. Economic growth will be closely linked with historical and cultural preservation, positioning Muong Thanh as a vibrant, distinctive, and welcoming commercial and tourism center in Dien Bien province.

Efficient and sustainable economic development

Immediately after its establishment, Muong Thanh ward quickly consolidated its organizational structure, clarified responsibilities, and strengthened administrative efficiency. Chairman of the Muong Thanh Ward People’s Committee Nguyen Van Hung said, “The ward government prioritizes proximity to and service for residents and businesses. We are actively applying information technology in administrative procedures and online public services to reduce bureaucracy and improve citizen satisfaction.”

In addition to administrative reform, the ward considers economic growth its key driver. Muong Thanh remains committed to an effective and sustainable economic restructuring strategy, rapidly expanding trade and services, industry, and construction while gradually reducing dependence on agriculture and forestry. The ward is investing in commercial infrastructure, encouraging businesses to develop restaurants, hotels, and tourist facilities, and modernizing markets and service systems connected to e-commerce. Tourism development focuses on diversifying products, expanding tours and routes, and building a distinctive brand linked to the Muong Thanh rice fields, cultural villages, and traditional crafts.

In agriculture, Muong Thanh is pursuing green, sustainable, and urban-oriented development. Priority is given to high-tech and clean agricultural processing industries, with strong emphasis on traceability, cultivation area codes, and market connectivity within and beyond the province. Cooperatives and collaborative groups are being strengthened to produce along value chains, create more OCOP (One Commune One Product) items, and integrate agriculture with community and eco-tourism models.

The ward also promotes the development of all economic sectors, particularly private and collective enterprises, encouraging business expansion, linkages, and participation in value chains.

In urban development, Muong Thanh prioritizes effective planning, accelerates major infrastructure projects, and enhances the city’s appearance. The ward is promoting farmstays and homestays, upgrading transport networks, power systems, lighting, and green spaces. It is also applying digital technology in management, improving environmental protection, strengthening disaster prevention, and speeding up site clearance, creating a solid foundation for Muong Thanh to emerge as a leading center of trade, services, and tourism in Dien Bien province.

“With its flat terrain and concentrated population, Muong Thanh has favorable conditions to attract investment in factories and production facilities. Many service, manufacturing, and construction enterprises are already operating effectively and contributing positively to the local budget. We are committed to accompanying investors, resolving difficulties, and creating favorable conditions for them to operate with long-term confidence,” Hung affirmed.

With a foundation of solidarity, strong support from the Provincial Party Committee, People’s Council, and People’s Committee, and a determined spirit to advance, Muong Thanh ward is well-positioned for rapid, comprehensive growth, striving to become a model central ward and a modern urban center.
