Sam Mun: Steadily Advancing on New Path

Within the broader development landscape of Dien Bien province, Sam Mun commune is emerging as a bright spot with advantages in geographic location, land resources, and cultural identity. Following its merger, the commune has not only expanded its administrative scale and strengthened resources but also gained opportunities to leverage existing potential, setting the stage for strong future growth.

Focus on economic development

On July 1, 2025, Sam Mun was officially established through the merger of Pom Lot and Na U communes. This consolidation created new opportunities for economic development, spanning agriculture, community-based tourism, and infrastructure improvement. Once the two-tier local government became operational, the commune quickly implemented key priority tasks.

In agriculture, Sam Mun benefits from fertile land suitable for wet rice, corn, vegetables, fruit trees, and livestock and poultry production. Cooperatives are being established to help residents improve product quality, build brands, and expand markets to neighboring provinces and nationwide.

With clear direction and strong determination from the local government, along with the consensus of businesses and residents, Sam Mun is steadily developing comprehensively, sustainably, and toward prosperity and civility.

The commune also has potential for developing homestay tourism, ethnic cultural tours, and trekking in the mountains. Investment projects in infrastructure and the economy are providing additional momentum for rapid local development.

From 2020 to 2025, the local economy performed well, with economic restructuring moving in the right direction. Poverty reduction efforts achieved positive results. In 2025, the poverty rate stood at 6.28%, near-poor households at 12.04%, meeting 100% of the targets set in annual resolutions aiming for a 0.5 to 1% yearly reduction. Social welfare policies were implemented promptly and effectively.

According to Pham Thiet Chuy, Chairman of the Sam Mun People’s Committee, these results provide a foundation and driving force for the commune to continue progressing, with the goal of achieving new rural standards by 2030.

Sustainable development goals

From 2025 to 2030, Sam Mun aims for an average annual growth rate of 19.38% in total local state budget revenue, and 11% in total local economic output. By 2030, GRDP per capita is expected to reach VND111.36 million per person per year. The multidimensional poverty rate is targeted to fall below two%.

To achieve these objectives, Sam Mun has identified three strategic breakthrough areas.

First, the commune will develop concentrated commodity production zones linked to storage, processing, deep processing, and marketing, building brands, labels, and production certifications such as organic and VietGAP. Science and technology applications will enhance product value and sustainability, focusing on advantageous agricultural products like rice, vegetables, and sika deer, alongside broader agricultural restructuring.

Second, Sam Mun will strengthen investment attraction and mobilize resources to build economic and social infrastructure, with a focus on the commune administrative center, local construction materials production, and industrial clusters. The commune will leverage the Na Hai Industrial Cluster and the Tay Trang International Border Economic Zone as outlined in provincial planning approved by the Prime Minister.

Third, the commune will promote science and technology adoption and digital transformation, expand digital literacy programs, enhance social development, and improve the quality of the Public Service Center.

Moving forward, Sam Mun will mobilize all available resources to accelerate growth and economic restructuring. Agricultural and forestry production will be developed sustainably and in green directions, aligned with the creation of clean, green new rural villages. Resources will be invested to expand diverse service sectors, including a central market, resort tourism linked to the Tay Trang International Border Economic Zone, driving breakthroughs in trade, services, transport, and logistics.

The commune will consolidate and improve new rural standards, prioritizing investment in economic and social infrastructure to promote development and improve residents’ living standards.

Supporting businesses and investors, Sam Mun will continue administrative reform with a focus on professional, modern procedures, enhancing the quality of the Public Service Center, contributing to clean, strong, and comprehensive governance. This provides a solid foundation for Sam Mun to advance confidently, continue growing robustly, and achieve sustainable development in the coming years.
