At a conference reviewing preparations for transport projects scheduled to break ground in 2026, leaders of Phu Tho Province requested relevant departments and agencies to accelerate the completion of documentation, resolve obstacles, and finalize the necessary procedures to implement the projects as planned.

According to a report presented at the conference by the Phu Tho Department of Construction, the province is currently preparing investment procedures for 26 transport projects with a total estimated investment of about VND35 trillion (US$1.4 billion).

The projects mainly focus on expressway connections, ring roads, urban bypass routes, links to industrial parks and tourism areas, as well as upgrades to existing provincial roads.

Prioritizing regional connectivity routes

According to the provincial Department of Construction, many projects on the investment preparation list are key transport routes that support regional connectivity and expand development space. These include large-scale projects such as the Viet Tri-Hoa Binh route; Ring Road 5 of the Capital Region (Hanoi and neighboring provinces); the route connecting the left bank Red River dike with Van Phuc Bridge; a road running parallel to the Hanoi-Lao Cai railway; and the Hoa Binh-Moc Chau expressway project.

At present, most projects are in the stage of preparing or appraising investment policy proposals or completing project documentation in line with regulations. Several projects are expected to break ground from the third to the fourth quarter of 2026, after completing procedures related to planning, design, appraisal, and contractor selection.

The simultaneous implementation of these transport projects is expected to help complete the province’s transport infrastructure network, strengthen connectivity among areas within the province as well as with neighboring localities, and create favorable conditions for attracting investment and developing industry, tourism, and services.

Accelerating preparation for the projects

At the conference, leaders of the regional project management boards reported on implementation progress and outlined several difficulties during the investment preparation process, particularly issues related to planning, funding sources, the pace of document appraisal, complex terrain conditions, and legal procedures concerning land-use conversion.

In his remarks, Vice Chairman of the Phu Tho Provincial People’s Committee Quach Tat Liem said that transport infrastructure plays an important role in expanding development space and promoting regional connectivity. Therefore, investment preparation must be carried out proactively, in a systematic manner, and one step ahead.

He asked the Department of Construction, the regional project management boards, and related departments and agencies to continue reviewing planning schemes, complete documentation, and accelerate the appraisal and approval of investment procedures in accordance with regulations. Relevant units were also asked to coordinate closely to address emerging difficulties during implementation.

In addition, agencies assigned responsibilities must develop detailed plans and progress charts for each project and each work component, balance resources proactively, and carefully assess factors that may affect total investment and implementation schedules.

Provincial leaders also asked the relevant units to concentrate efforts on investment preparation, aiming to complete all required procedures to initiate key transport projects in 2026, thereby gradually improving the transport infrastructure system and creating momentum for socio-economic development in the coming period.
