More than a year after implementing Politburo Resolution 68-NQ/TW on private sector development (Resolution 68), Da Nang is steadily translating the spirit of the resolution into concrete actions. From resolving long-standing stalled projects, improving business support mechanisms, and building a more transparent and favorable investment environment, the city is laying new foundations for the private sector to truly become a key driver of growth and innovation.

From resolution to action
Resolution 68 is widely regarded as a landmark milestone because, for the first time, it identifies the private sector as one of the most important drivers of the national economy. Beyond guiding development, the resolution reflects a significant shift in governance thinking, moving from a supportive approach to an enabling one, and from managing to partnering with businesses.
Immediately after the resolution was issued, Da Nang City proactively translated it into a range of programs and action plans to bring central policies into practice. The city continuously issued implementation plans, reviewed mechanisms and policies related to investment and business operations, and directed departments and agencies to focus on resolving difficulties for enterprises.
This effort is not only aimed at implementing a major policy from the central government but also stems from practical needs, as Da Nang enters a new developmental stage with fresh growth drivers such as the International Financial Center, the Da Nang Free Trade Zone, Lien Chieu Port, and the innovation ecosystem. The private sector is therefore expected to become a vanguard force in capturing new opportunities, contributing more robustly to economic growth, creating jobs, and enhancing the city’s competitiveness.
One of the clearest outcomes after one year of implementing Resolution 68 in Da Nang is the determination to resolve long-standing issues related to land, projects, and legal procedures.
For years, thousands of projects and land parcels in Da Nang were stalled by regulatory obstacles, inspections, audits, and legal procedures, limiting land-use efficiency and undermining business confidence.Guided by the spirit of Resolution 68, the city launched decisive measures to remove these bottlenecks and unlock development resources. According to official statistics, nearly all backlogged projects and land parcels under review have been resolved or placed on clear implementation roadmaps, allowing many long-delayed projects to move forward.Da Nang also established specialized task forces, strengthened dialogue with businesses, and addressed investment challenges directly. The business community views this proactive approach as a clear sign of the city's commitment to partnering with investors rather than relying solely on policy commitments.
Clearing these bottlenecks helps release land resources and investment capital, and it strengthens confidence among businesses considering Da Nang as an investment destination in the coming period.
Enabling a new investment and business environment
Alongside handling legacy issues, Da Nang City is focusing on creating a more transparent, convenient, and business-friendly investment environment.
A spectrum of corporate support programs was rolled out to promote digital transformation, innovation, workforce development, and market expansion. The city also concentrates on supporting small and medium-sized enterprises and household businesses in transitioning their operating models, strengthening management capacity, and increasing participation in value chains.
Particularly as new economic models emerge, Da Nang is recognized as a leading locality in researching and building pilot mechanisms while creating space for new sectors to develop. This is an important factor in attracting technology companies, innovative enterprises, and strategic domestic and international investors.
Under its development orientation through 2030, Da Nang aims for the private sector to contribute 60% to 62% of GRDP. This is not merely a target for economic share but also reflects the ambition of building a dynamic business community capable of leading innovation and international integration.
In the journey to build Da Nang into a regional center for economic development, finance, logistics, and innovation, the role of the private sector becomes increasingly important.
Resolution 68 has opened up a new way of thinking, where businesses are no longer viewed solely as entities subject to administration but as partners working alongside the government during development. For Da Nang, turning the spirit of the resolution into reality is intended not only to promote economic growth but also to build a more competitive, transparent, and attractive investment environment.
As institutional, land-related, and procedural bottlenecks are removed step by step; as the government continues shifting from a management mindset to one centered on service and partnership; and as new growth drivers steadily take shape, the private sector gains greater opportunities to fulfill its pioneering role. The continued growth of the business community will serve as one of the key foundations for Da Nang to realize its aspiration of becoming a new growth center for the country in the coming period.
