Master Plan to Drive forward Maritime Transportation

Prime Minister Nguyen Tan Dung has signed the Decision 1601/QD-TTg to ratify the Marine Transport Development Master Plan to 2020, with an orientation to 2030.
 
The plan aims to further modernise marine transport by increasing its quality, ensuring security, minimising environment pollution and saving energy and to increase the competitiveness of the national economy for stronger expansion and integration into the regional and world markets. As regards maritime transportation, the plan underscores the improvement of shipping service quality to meet the domestic demand and expand the market share, which is expected to reach 27-30 %.
 
Vietnam’s ship fleets will transport 110-126 million tonnes by 2015, 215-260 million tonnes by 2020, and further raise the volume by 1.5-2 folds from 2020 by 2030. Vietnamese ships are expected to serve 5 million passengers in 2015; 9-10 million passengers in 2020 and raise this volume by 1.5 folds in 2030. Vietnam will modernise its ship fleets and focus on specialised vehicles (container and bulk cargo carriers and oil tankers) and heavy-load vessels. Dead weight tonnage (DWT) is expected to total 6-6.5 million DWT in 2010, 8.5-9.5 million DWT in 2015 and 11.5-13.5 million DWT in 2020.
 
In addition to modernising the quality of the maritime transportation sector, according to the master plan, Vietnam will gradually reduce the average ship age to 12 years in 2020. Regarding shipbuilding industry, the country’s shipyards will be capable of building ships of 300,000 DWT by 2020, passenger ships, oil service ships, search and rescue ships, etc.
 
Regarding seaport development, in addition to improving existing ports, authorities aim to build new deep-water ports, including international trans-shipment ports and international gateway ports in key economic areas.
 
The Ministry of Transport was asked to oversee the implementation of the plan and propose necessary measures to ensure its efficiency and its contribution to the country’s socio-economic development.
