All Resources Mobilised for Transport Infrastructure Development

Over the past years, Ninh Thuan Transport has made tireless efforts to basically achieve the general targets set in the Resolution of Ninh Thuan Provincial Party Committee Congress Meeting terms X and XI. It has managed to develop a modern and comprehensive transport network; all the communes’ centres are accessible by car. The transport sector has met the increasing demands for travel, helping boost provincial socio-economic development, defence and security.
Among those achievements, Ninh Thuan has also recognised effective cooperation and support provided by JICA, JBIC – Japan through investments in transport projects. At present, the province has 1,047.49 km of road, including 174.5 km of national highway, 322.54 km of provincial road, 189.9 km of district road, 128.24 km of urban road and 238.31 km of commune road, for a ratio of 0.27km of road/km2 of natural area.
 
In the past 5 years, the provincial transport infrastructure has invested greatly into important projects which are to foster socio-economic development such as: Phuoc Dai – Phuoc Trung road (19 km), Phuoc Chien – Phuoc Thanh road (18 km), Phuoc Son – Hoa Son road (20 km), Ninh Binh – Phuoc Binh (39 km), road connecting National Highway 27 to Ma Noi (16 km), double lane road to access Phan Rang city – Thap Cham (1.9 km long section in the North), National Highway 1A section of bypass over Phan Rang city (8.3 km), An Hoa – Phuoc Trung – Dong Me road (31 km), Huu Duc – Hau Sanh road (4.5 km), district roads (64.5 km), road connecting National Highway 27B to Phuoc Tan commune (18 km), 8 sub-projects of Ninh Thuan coastal road (116 km), road to National Highway 1A – Phuoc Thuan – DT 703 (4.5 km), as well as many urban roads expanded and upgraded. In addition, Ninh Thuan province has paid much attention to the development of mountainous – rural transport and constructed 353.13 km of inter-village roads, those in urban areas, hamlets and farm paths, with funds of VND178.4 billion, including VND160.8 billion from the State Budget and VND 17.6 billion mobilized from the community.
 
Given the province's difficult economic context, Ninh Thuan Transport has, for the past years, actively coordinated with other provincial departments and central ministries, sectors to provide consultancy to Provincial People’s Committee in investment mobilisation into transport infrastructure through varied channels. As a result, in 5 years from 2008 - 2012, the province mobilised over VND2,324 billion, including VND1.015 billion of government bonds, VND237 billion from the State Budget, VND226 billion of provincial concentrated budget, VND846 billion of ODA funding (composed of VND90 billion from AFD, VND30 billion from ADB, VND166 billion from JICA and JBIC and VND560 billion from BOT).
 
In the coming time, Ninh Thuan Transport Department will continue to provide consultancy to the Provincial People’s Committee in implementation of major projects in order to successfully beat socio-economic targets, guarantee national defence and security set out in Ninh Thuan Provincial Master Plan for Socio – Economic Development to 2020 which was approved by Prime Minister under Decision 1222/QD-TTg on 22nd July 2011; especially transport infrastructure development to serve construction of nation's first two nuclear power plants. Particularly, the province will speed up progress to complete the whole coastal road in 2014 (including Ninh Chu and An Dong Bridges); newly construct the belt road from Phan Rang city to Thap Cham with length of 49 km (which has been negotiated with the donor – JICA); upgrade Ninh Chu Harbour to be able to receive ships of 10,000 DWT; call for investment into construction of Ca Na general harbor (in Doc Ham area) to receive ships of up to 50,000 DWT, and open corridor roads connecting National Highway 1A to the coastal road.
 
In the coming years, the transport sector determines to fulfil the target of develop provincial transport infrastructure in a quick, sustainable, modern manner to connect and integrate with regional and national networks; contributing to Ninh Thuan's rapid and sustainable development to become a new destination in the future.
