Flamingo Dai Lai Resort Calling for Investment

 

Good location

Though next door to Hanoi, Vinh Phuc tourism potentials remain untapped. Recently, the government asked the province and Urban and Rural Planning Institute  to start the construction of Dai Lai lake tourism centre. According to the plan, by 2010, it will be a main tourism centre of Vinh Phuc and the Northern provinces. Many projects will be built with the backdrop of the natural beauty of Dai Lai Lake. On the East side, Hung Vuong company will build a high-class eco-tourism centre called Flamingo Dai Lai Resort.

 

Flamingo Dai Lai Resort is located in Dai Lai tourism centre, at the foot of Tam Dao Mountain, 10 km from Noi Bai International Airport and 40 km from Hanoi. The area consists of two lakes: Dai Lai (525 ha) and Dong Dam (25 ha) with good sources of water and large network of rivers and streams of 61 sq. km.

 

Ideal planning

 

The area is divided into four sections.  The West side will be built with resorts and creation camp of the Ministry of Culture. The South will be a cultural palace, exhibition centre, theatre, supermarket, post office, bank, cultural villages, golf course and water park. The North will be reserved for the existing military sanatorium. And the East will be for the development of Flamingo Dai Lai Resort. According to the planning, Flamingo Dai Lai Resort will comprise of an eco-tourism centre and a network of high-class villas. It will be the first five-star complex in Northern provinces taking advantage of natural landscapes with small and scattered villas, a five-star hotel and VIP Club. The complex has three parts: 18 ha for 500 villas and supporting services, 4.1 ha for a 200-room hotel and restaurant, 4 ha for recreation, VIP Club, casino, and sports area. The rest will be for flower gardens, lakes, streams and forest.

 

Project Director Le Quoc Viet pointed out that as the construction takes only one fourth of the area (25 ha out of 100 ha), the remaining 75 ha are reserved for lakes and forests for eco-tourism.

 

Investment opportunities

 

According to Mr Viet, the Hung Vuong Company will build the infrastructure and three quarters of the villa section. The remaining quarter for villas and the hotel and VIP Club will be for other investors. Other developments will also be considered.

 

Firstly, 4.5 ha for 100 villas (300-500 sq. metres each) will be granted long-term land use right. The design of villas is required only on certain conditions such as colour of the paint used. When the villas are sold, the investors guarantee only the housing quality. The project manager will be responsible for the whole area. As such the investors can quickly rotate their investments and make Flamingo Dai Lai Resort most attractive to investors. Next to the villa area are a kindergarten, a medical centre, a supermarket, and a post office.

 

Secondly, the 4.1 ha for the hotel is at the centre of the area looking towards the big lake and close to the reserved area of beautiful landscape. According to the planning, it is a five-star hotel with 200 rooms and an international conference room, recreation and sports centre, restaurant, bar, and casino. The hotel will attract clients from Hanoi and nearby urban areas. Mr. Viet said that the project will have land rental for 50 years and 100 per cent capital by foreign and domestic encouragement investment law. The investors will run their own management and business activities. The company is responsible for building lakes, roads, bridges, flower gardens, power and water supply, and telecommunication networks. The company has spent US$20 million on infrastructure. The investment for the hotel will be some US$30 million.

 

Thirdly, the area will include flower gardens, motels, a restaurant, bar, conference room, swimming pool, and tennis court.

 

Fourthly,  the VIP Club is located on an island of 3 ha at the South side across a bridge. The construction area is 7,400 sq. metres with cinema, casino, rooms, a bar and water sports.

 

From March 2005, the Delta company (USA) will start building the infrastructure. Flamingo Dai Lai Resort will be completed by 2007 and is expected to be considered as the ‘Dalat of the North’.
