The Vietnam Chamber of Commerce and Industry (VCCI) has recently held a conference to introduce the subconstituent 2.3 entitled "Improvement of employer circle represetative capability" and the subconstituent 2.4 entitled "HIV/AIDS at work." These two subconstituents belongs to the substituent "Labor conditions Improvement", under the Denmark-funded project "Business Sector Program Support" (BSPS) in 2005-2010.
Phung Quang Huy, director of the Employer Circle Office, as well as director of the subconstituent 2.3 and 2.4, said that Vietnam's legal system, including the Labor Law, has not defineded clearly the role of employers. The employers have been so far requested rather than rights they have deserved to be given.
The subconstituent 2.3 of the BSPS project, together with the assistance from partner network and programs to improve capability for employers, their role will be evaluated as what they deserve, Huy said.
He complained that with 90% of officials, who take part in compiling the legal documents, come from the State agencies and organizations. Therefore, the policies will lack of accuracy and pratice.
He added that it is necessary to include participation of enterprises in compiling such documents.
Besides the substitutuent 2.3, VCCI will implement the substituent "HIV/AIDS at work" in four provinces – Lam Dong, Khanh Hoa, Nghe An and Ha Tay.
As a sponsor, the program adviser Henrik Vistisen said that the Denmark International Development Agency (DANIDA) will likely help provide policies on HIV at offices. He expressed a belief that Vietnam can handle this issue if it is provided with proper policies.
Nguyen Hoang Yen, coordinator of the substituent 2.4, said that the project will be provided to the small- and medium-size enterprises and will not overlap among other existing projects in above-mentioned provinces. She added that the enterprises in the pilot project will be given training programs on informatics and basic knowledge. They will also offered with documents and techniques to build propagenda programs suitable to themselves.
