With the aim of improving the quality of Vietnamese tea products and promoting the competitiveness of Vietnamese tea trademark on the world market, the Vietnam Tea Association is inviting international consulting firmsto the feasibility study on establishing the Tea Auction in Vietnam.
CALL FOR EXPRESSION OF INTEREST FOR INTERNATIONAL CONSULTANT
The structure of the Feasibility Study:
Group 1:
Component 1 To establish a Public Tea Auction and related infrastructure;
Component 2 To establish a Tea Auction Co-ordinating Committee, its function, and its related infrastructure, and to review the funding and role of the Vietnam Tea Association;
Group 2:
Component 3 To establish Quality and Quality Standards of tea by modernizing agricultural practices;
Component 4 To establish Quality and Quality Standards of tea by modernizing industrial practices;
Component 5 To establish a Minimum Standard;
Component 6 To establish 2 laboratories for pesticide control;
Group 3:
Component 7 To engage a professional Agency to study the establishment and promotion of a Vietnam Tea Logo;
Component 8 To engage a professional Agency to study and recommend a General Marketing Policy. To institute a Steering Committee to introduce such a Policy. To train the Industry and the Trade to produce suitable tea for marketing on an internationally accepted basis;
Component 9 To engage a professional Agency to study the introduction a medium term Advertising and Promotion structure. To introduce an Information Data Base for the Tea Industry.

3. Description of service:
The Feasibility study will provide:
- Tea agricultural and industrial models to multiply in all the tea industry. These models may be available or constructed by the consultants based on reality and their experiences;
- Modern but Vietnam-applied tea production model to produce the best results with world accepted quality and types of tea;
- Agricultural practices to guarantee the quality of green tea leaves, eliminate the pesticide residue matters...; solutions and methods to apply in reality;
- A minimum standard of Vietnam tea, conditions to establish 2 laboratories for quality and pesticide control;
- Activities and policy to establish a professional agency to manage the promotion of a Vietnam Tea Logo;
- The process and content of establishing a tea auction in Vietnam based on research of experts and a study to India including: the conditions of tea quality, products, marketing, brokers, place, time and finance, management and development of a tea auction;
- Necessary changes for Vietnam Tea Association for this development period;
- Financial calculations and time to implement the project: fund, financial plan and financial management;
- A marketing strategy for tea industry.
4. Scope of work
The project will be implemented within 8 months.
5. Shortlisting criteria
The shortlisting bases on the experiences and capacity of consulting firm participating in the above-mentioned fields.
6. Candidates participating in and making preparation of file
All international consulting firms are invited to participate in. The file consists of: Letter expresses your interest enclosed with introduction of the company (company address; operation mechanism if it is applicable; company capacity; reference to similar projects and experiences to similar geographical region) for the above position.
7. File application
File applying for shortlisting will be submitted in two versions, one in English and one in French, must be sent to Centre for Tea Market Development and Research (CTMDR) office at the address: 92 Vo Thi Sau, Hanoi, Vietnam. Deadline for file application is before March 5th 2008
After deadline, the CTMDR will refuse all late applied files
