Vietnam Targets Annual GDP Growth of 7.5-8% in 2011 – 2015 Period
The draft five-year socioeconomic development plan from 2011 to 2015 compiled by the Ministry of Planning and Investment focuses on promoting advantages and opportunities and overcoming difficulties to develop economy and uplift living standards of the people.
In the light of a comprehensive sustainable economic development, the ministry has put forth specific tasks in their draft. Accordingly, key tasks will be economic stability, human resources education and training quality improvement, development acceleration, technology transfer and others. In addition, the draft also defines the task of developing infrastructure linkage, particularly traffic and urban infrastructures and rational use of resources.
The draft pointed out specific targets, including the annual GDP growth of 7.5-8% in the period. The GDP per capita will increase 1.7 times from 2010 in 2015 while the proportion of industry and service will weigh more in the economic structure. Besides, the draft plan also attaches importance to population growth and labour. Accordingly, population growth rate is expected to fall to 1 % in 2015, the rate of trained workers will account for 55 % of the workforce and 8.1 million jobs will be created.
The rate of poverty will be reduced to 2-3 %, the income of people will increase 2-2.5 times from the rate in 2010, and 96 % of people in rural areas 98 % in urban areas will have accommodation to live and clean water to use.
To achieve these goals, the draft plan put forth specific solutions and policies on stabilised and healthy economy, continued economic restructuring, fair competition environment, and economic development in association with social progress and justice. Specially, the socialist-oriented market mechanism for economic development will continue to be perfected.
The successful implementation of the five-year plan will lay the groundwork to realise the status of a modern industrialised nation by 2020.
