Prime Minister to Meet with Entrepreneurs to Reduce Business Impediments

A survey conducted by VCCI shows that the meeting with the PM is of great importance to enterprises. The talks will partly help to deal with urgent matters for enterprise. The ministries and sectors have made a series of changes on strategies and policies, formulating a more favourable legal framework for enterprises. "This is a practical and meaningful movement for enterprises. At the meeting, they can directly express their aspirations and pressing questions to the PM. As a result, the enterprises can remove numerous obstacles. In so doing, the PM can also get to know well the real performance of enterprises", the Vice-chairman of the Vietnam Association of Small and Medium-Size Rural Enterprises, Le Khac Triet insisted.
Continuing the success made at the previous meeting and promoting the efficiency of the meeting to come, at the third Board of Management Meeting, Session IV held by VCCI in late March this year, all the members agreed to hold meetings with enterprises and associations to collect ideas and collate them into a report in line with enterprises' requirements. According to the VCCI Chairman, Vu Tien Loc, it is necessary to stimulate some organs and localities to realise such activities as well as setting up the working groups specialising in addressing enterprises' issues, and periodically meet with enterprises to either settle the questions or raise them to the PM.
In the past, VCCI has undertaken surveys to report on enterprises' practical competitiveness and gather viewpoints in order to improve the business environment, especially policies and administrative procedures. The burning issues are identified by VCCI for conducting specific talks and intensive seminars with the participation of relevant departments and branches in an effort to seek solutions. Of these, the two discussions on the issues of tax, customs and land are worthy of mention. These are the most sensitive matters for enterprises during the integration process.

In a summary report to the Ministry of Natural Resources and Environment, VCCI has highlighted three major challenges facing businesses, including management mechanisms, land planning and the land allocation or leasing method. The majority of participants suggested that relevant agencies have not yet taken strict measures relating to supervision of enterprises' land usage. A great number of businesses lease land without use while many others have no land to lease. Moreover, the inconsistency in settling administrative procedures within localities impedes businesses. These existing issues will be reported to the PM by the ministry.
At the meeting, enterprises also submitted ideas for the draft Government Decree on land law enforcement before it is presented to the PM at the coming meeting.
The meeting is expected to focus on enhancing enterprises' efficiency and competitiveness in preparation for international economic integration. Furthermore, State management agencies will work with associations and enterprises to reach common ground and devise action strategies to overcome the shortcomings of individual enterprises and build up a fair and easy business atmosphere.
Undoubtedly, the meeting with the PM has been well prepared. Enterprises' problems have been compiled into reports by VCCI prior to submission to the PM. The two-day meeting will offer enterprises an opportunity to submit plans and strategies to contribute to national economic development and confirm the unanimity between the Government and enterprises.
