As Vietnam integrates into the world economy, the entrepreneur community will be a very important force in the country’s development. Recently, the government has issued many incentives to promote the development of this community.
The fact that the government has paid great attention to improving the investment environment, especially reforming administrative procedures and fighting corruption, and building infrastructure demonstrates government’s determination to support businesses and entrepreneurs. The entrepreneur community is also aware that improving the investment environment is partly their responsibility. As a result, entrepreneurs have been cooperating with the government’s bodies to reach the target.
Currently, the government is successfully promoting devolution. Hence, business and investment decisions have been spread to the grassroots. The task requires a great effort to raise capacity at all levels.
Attracting overseas Vietnamese entrepreneurs
Together with incentives for domestic entrepreneurs, Vietnam has carried out many programmes to attract overseas Vietnamese. In which, the most successful improvement is the radical change in thought and awareness of Vietnamese government bodies, industries and the public in general about the community of overseas Vietnamese. Vietnam has made great progress in the promulgation of specific policies related to overseas Vietnamese. The National Assembly, the Government and related bodies have issued numerous new legal documents or amended old legal documents to encourage overseas Vietnamese. For example, in late 2005, the government relaxed policies on overseas Vietnamese owning houses in the country and improved policies for repatriation.
Resolution 36 showed that the community of Vietnamese overseas is an indispensable part of Vietnam. To realise the document, the Vietnamese government always facilitates overseas Vietnamese participating in the country’s big political and social events. Specifically, the government has opened a forum to collect their opinions on Party Congress documents and those opinions have been seriously considered. On big occasions such as National Day and Hung King anniversary, the attendance of overseas Vietnamese is allowed. In addition, in the traditional New Year festival, the government has helped the overseas community enjoy the festival in representative offices or return home to the warm welcome of the Party and State’s leaders. Besides, the government has launched other activities to encourage Vietnamese overseas to contribute to the country’s development. As for entrepreneurs, Vietnam is preparing to set up Vietnamese entrepreneurs associations in foreign countries. The idea has received strong response from overseas Vietnamese, because it will help Vietnamese entrepreneurs overseas to work together and operate better in local countries and the home country.
The overseas Vietnamese community has a great deal of expertise that is highly appreciated by Vietnam’s Party and State. The contributions of overseas compatriots in science and technology are significant. Their opinions in socio-economic development strategy and other issues are very important. Currently, Vietnam has opened many forums as well as mechanisms for the overseas community to contribute opinions about their homeland.
