The Ministry of Industry and Trade (MIT) has issued the Circular No. 07/2009/TT- BCT which stipulates that all batches of textiles and garments exported to the US, in the categories coded as 338, 339, 340, 341, 345, 347, 348, 351 and 352 must be granted with the certificate of origin (C/O).

The registration and issuance of C/O will be made by the Vietnam Chamber of Commerce and Industry (VCCI) working teams in charge of this work from the end of May 2009. The granting of C/O must be completed within 4 hours since receiving all legal documents.

Every day, the General Department of Customs (GDC) will transmit information of the exported batches to the Ministry of Industry and Trade and the Vietnam Chamber of Commerce and Industry for supervision. VCCI is responsible for providing data relating to the issuance of C/O to the ministry within the first five days of every month.

The Vietnam Textile and Garment Association (Vitas) will help the GDC and VCCI prevent trade frauds by giving them information about producers’ capacity and average price of each category.
