The Vietnam Chamber of Commerce and Industry (VCCI) made debut the Vietnam-Russia Trade Portal on July 16 in Hanoi, which is part of activities by the Vietnam-Russia Business Council in order to boost bilateral cooperation in fields of trade, investment, scientific exchange, technical, tourism and culture; realize the determination to intensify strategic cooperation ties on the basis of confidence, comprehensive cooperation and mutual benefit.
Effective information channel

www.vietrussia.com was launched with an aim of providing members as well as concerning enterprises with information about markets, partners and business opportunities with the Russian market. The portal is functioned to an information channel to update information about activities of the council as well as disseminate information to introduce business environment, laws and regulations and policies of the Vietnamese and Russian governments. Mr Phuong Huu Viet, Chairman of the Vietnam-Russia Business Council said the portal has partially satisfied the demand for information about foreign trade, economics, politics, culture, bilateral tourism and initially supported business communities to seek more business opportunities despite the completion of the first phase with the Vietnamese version. In the second phase, the portal will have additional English and Russian versions to target Russian enterprise community as well as enterprises of other countries which are keen on the Vietnamese market.
The Russian trade representative in Vietnam, Sergey Briginevich, said the Russian Trade Department and Embassy in Vietnam are willing to provide all needed information for the portal. Mr. Sergey, however, said that information in Russian language in the website will not be as much as expectations; therefore, the website will upload links and associated addresses of Russian websites to satisfy readers’ need, particularly, websites of the Vietnam Small and Medium-sized Enterprises (SMEs) Association and websites of different economic sectors of Russia. “Russia now has seven economic zones ranging from the Far Eastern and Far Western regions. These websites will update information about the Russian market and investment incentives for foreign investors.
Trade development based on traditional friendship
Ms Ho Dac Minh Nguyet, Deputy Head of the Ministry of Foreign Affairs’ European Department, the Vietnam-Russian relations have recorded new progress of development with better quality since former President V.Putin took his office in 2000, particularly after Putin’s visit to Vietnam in early March of 2001. During the historic visit, Vietnam and Russia signed a joint communiqué to set up strategic partnership relation. Russia is the first country with which Vietnam inked strategic partnership relation on the basis of good traditional partnership relation. The two countries have been continuously boosting up diplomatic relations and built good bilateral confidence via regular leaders’ visits since 2001. The General Secretary of the Central Communist Party of Vietnam, Nong Duc Manh visited Russia in 2002; Prime Minister Nguyen Tan Dung in 2007; President Nguyen Minh Triet, Truong Tan Sang, Member of the Politburo and Permanent Member of the Party Secretariat, Deputy Prime Minister cum Minister of Foreign Affairs Pham Gia Khiem in 2008; Chairman of the National Assembly Nguyen Phu Trong in 2009. Russian President visited Vietnam for the second time in November 2006; Russian Prime Minister, Chairman of the Russian Parliamentary visited Vietnam in 2005 and 2006, respectively. The regular visiting exchanges have fostered a confident, cooperative and tightly coordinative relation between the two countries’ leaders.
On the basis of mutual understanding in almost international and regional issues, Vietnam and Russia have tightly coordinated in international forum. The two sides have formed a regular and synchronic exchange mechanism for security and politics. The two countries have mapped out a list of priorities for particular years in order to boost strategic partnership relation since 2007 in line with the initiative by President V.Putin.
Paralleling with good politic relation, the Vietnam-Russia trade and economic cooperation has also recorded positive achievements. The two-way trade turnover has rapidly increased to $1.64 billion in 2008 from between $300 and $400 in the 1990s. Leaders of the two countries have been determinant to boost economic and trade cooperation to attain bilateral trade turnover of $3 billion in 2010 with focuses on oil and gas and energy cooperation. The Vietnam-Russia Oil and Gas Joint Venture (Vietsovpetro), the pioneer of the oil and gas sector of Vietnam, a model of Vietnam-Russia cooperation ties has made great contributions to the oil and gas sectors of the two countries in particular and of the two economies in general. Notably, Vietnam-Russia oil and gas cooperation has been expanded in Russia and is expected to penetrate into third countries.
However, Ms Nguyet noted that the bilateral cooperation in trade, economic, investment, science and technology has not yet symmetrical with the expectations. “It needs bilateral efforts to take a breakthrough step via implementing proper tax policies for goods and services, set up more informational channels about each other’s markets, form coordination mechanism to ensure goods standards, improve payment mechanism and encourage Russian investment in mining and energy projects in Vietnam. The Vietnamese side hopes the government of Russia to provide support to Russia large companies to invest in large-scale projects in Vietnam,” Ms. Nguyet said.
Ms Nguyet said the Vietnam-Russia relation is of great potential and has good conditions for strong and sustainable development as well as intensive and efficient cooperation for the sake of mutual benefit.
