Dai An Industrial Park: Sustainable Development Model

The Hai Duong province-based Dai An Industrial Park has so far leased out its area, with 95 per cent of infrastructure in the Zone 1 rented. At present, Dai An Industrial Park Joint Stock Company, the investor, is compensating land and building infrastructure in the 210-ha Zone 2. The park now has the most modern and synchronous infrastructure in Hai Duong province.
Dai An Industrial Park, established on March 24, 2003, is situated in an ideal location for industrial development. The facility is lying on the northern Economic Development Triangle (Hanoi - Hai Phong - Quang Ninh). In regards to traffic, the industrial zone lies on km 51 of National Road 5 (linking Hanoi to Hai Phong), 50 km from the capital city of Hanoi, 80 km from Noi Bai International Airport, 51 km from Hai Phong Port and 82 km from Cai Lan deepwater port (in Quang Ninh province) .
Effective model
Apart from traffic advantages, Dai An Industrial Park is also close to commercial and residential areas in Hai Duong city, the capital of Hai Duong province. At the same time, Dai An Industrial Park is very attractive to because the province has powerful ad well-trained human resources capable of meeting the needs of investors. In addition, investors in Dai An Industrial Park are offered all the preferential policies of the Government, the People's Committee of Hai Duong province and the investor of Dai An Industrial Park.
In terms of scale, Dai An Industrial Park has a total area of 664 ha and required an aggregate investment capital of about VND1,300 billion. In particular, the Zone 1 has 193.22 ha, including 174.22 ha for industrial purpose and 19 ha for residence. After five years, 95 percent of Zone 1 area has been leased by 32 projects.
This result has demonstrated the investment efficiency of Dai An Industrial Park Joint Stock Company. That is the foundation of trust for Hai Duong province to allow the company to build the Zone 2 of Dai An Industrial Park. In 2007, Dai An Industrial Park was permitted to build the Zone 2 with 474 ha, including 403 ha for industrial purposes and 71 ha of residence for workers. Upon completion, Dai An Industrial Park will form a modern and synchronous industrial - residential complex. From the model of industrial and social infrastructure or industrial park development in association with residential zone and services for workers and specialists in the park, the model is considered a measure to increase attractiveness of Dai An Industrial Park to investors.
Outstanding advantages
Among 32 projects invested in Dai An Industrial Park, 15 factories have gone into production, 10 factories are under construction and seven plants are completing investment procedures. The total licensed investment capital at Dai An Industrial Park amounted to US$500 million, of which US$300 million has been disbursed. On average, a project invests US$14 million, raising the investment capital amount per one hectare to US$4.7 million. Operating enterprises in Dai An Industrial Park are mainly from the US, Japan, France, Germany, South Korea, China, Malaysia, Canada, Taiwan and other nations and territories. Many projects are manufacturing hi-tech products such as cables and automotive components for domestic market and export. Currently, the industrial park has created jobs for about 7,000 workers, including 5,780 local labourers, accounting for 85 percent.
With the aim of building a standard clean and environment-friendly industrial park, apart from the task of attracting FDI capital, Dai An Industrial Park always pursues a balance of attracting investment and protecting environment, ensuring the sustainable development. For the time being, the industrial zone has built a wastewater treatment plant with daily capacity of treating 2,000 cubic metres in the Zone 1. Wastes are collected and treated centrally to avoid polluting the environment and surrounding residences.
On the other hand, investors in the industrial zone are also supported to resolve legal procedures in most rapid and cost-effective manners. Specifically, they will be assisted with business establishment consultancy, investment licensing procedures, designing and construction consulting services; transportation services; warehousing services; insurance services, import/export customs clearance services; recruitment services; residences for specialists; housing service for workers, etc.
Riding out difficulties arising from the global economic crisis in 2009, Dai An Industrial Park has attracted many new projects. In May 2009, Su Thien Co. Ltd, a wholly foreign-owned enterprise, started construction on a functional foods and cosmetic plant with registered capital of US$1.5 million. With its sound development strategy, Dai An Industrial Park is gradually becoming a model modern industrial park of regional and international class.
