Started as a poor province of southeast region, Binh Phuoc province is now thriving with average annual economic growth rate of 12.33 percent. Mr Nguyen Tan Hung, Secretary of Binh Phuoc Provincial Party Committee confirmed: “Stepping into the new development period, Binh Phuoc makes all efforts to implement three breakthrough programmes to develop rapid and sustainably, striving to become modern industrial province by 2020”. Referring to prominent achievements of Binh Phuoc after its restructure, what are outstanding milestones and figures?
Binh Phuoc was re-established in 1st January 1997, by now, after 16 years of restless efforts, Provincial Party Committee, leaders and people of Binh Phuoc reviewed and chose 10 outstanding achievements (to 2012) in constructing clean and strong Party, authorities, Fatherland Front and relevant organizations; promoting socio-economic developments; ensuring national security and firmly defending revolutionary achievements of the people.
The most remarkable achievements are effective exploiting provincial advantages, highly developing economy and right direction of economic restructure. State budget revenues and average GDP per capita are increasing gradually, basic expenditures are satisfied. Social security policies are effectively implemented. Activities of reducing poverty and improving living settlements have improved and upgraded living standards. Education and training, health services advance significantly, contributing to training human resources, improving intellectual level, fostering talents and protecting people’s health that support provincial socio-economic development. Especially, the unity of the Party and people is maintained and developed.
At time of province separation (in 1997), budget revenues reached only about VND 176 billion, and increased to VND 3,853 billion at the end of 2012, with average annual growth of nearly 14 percent. Proportions of industry and service are on the upward trend. Proportion of agriculture, forestry, fishery was 73.12 percent in 1997, by now has reduced to 44.73 percent; proportions of industry – construction were 3.9 percent in 1997, in 2012 rose to 28.74 percent; service accounted for 22.9 percent in 1997, by now it accounts for 26.53 percent. These figures reveal abundant potentials and advantages of Binh Phuoc, as well as show the resolution of provincial leaders in direction and management, contributing significantly to the socio-economic development of the province.
What are major directions of Binh Phuoc in 2013 to implement and bring to life the Party’s Resolution?
In 2013, world condition will be unpredictable, influence immensely socio-economic conditions of the country and of the province. Therefore, major directions of Binh Phuoc in 2013 are identified as: conducting preliminary midterm meeting of Provincial Party’s Committee IX (2010-2015); exploiting every resource to effectively implement 03 breakthrough programmes detailed in the Resolution of Provincial Party’s Committee IX, those are: Programme of restructuring the economy, promoting industrial-service development; programme of investing in infrastructure development; programme of training staff and fostering human resources. The province will also direct to overcome limitations and short points, following the spirit of National Resolution 4 (XI term); supervise on implementing National Resolutions 6, 7, 8 (XI term); Resolution of 2013 of Provincial Party’s Committee; learn and follow the moral example of Ho Chi Minh; promote moral education, lifestyle, improve pioneering example of staff and Party members. There are thematic resolutions on strengthening management, effective exploitation of provincial natural resources; enhancing Party management of public land fund; constructing new urban areas; sustainably reducing poverty; policies for ethnic minorities; on complaints and denunciations.
According to PCI 2012, it is a pity that Binh Phuoc slipped from a high ranking to middle one at number 39, slipping 31 places over 2011. However, with high spirit of continuous effort to develop, in the future will Binh Phuoc have inspirations to improve current ranking, thriving to higher position?
The downgrade of Binh Phuoc in PCI ranking 2012 is something we regret and we are determined to improve in the future with detailed programmes and targets. First of all, proactive leadership is identified as major indicator of PCI, therefore provincial leaders are resolved to improve awareness, roles and responsibilities of officials at all levels. PCI ranking improvement is provincial leaders’ effective management of the economy and task realization of officials.
Other major indicators of PCI are related to abuse of official's right to make profits, and informal charges. Therefore, it is necessary to strengthen the prevention and struggle against corruption, remove impractical administrative documents; upgrade capacity and qualifications of officials; and elaborate regulations on advisory responsibilities and administrative documents issued locally.
Moreover, the province is also concentrating on resolving difficulties, satisfying enterprises’ requirements to improve indicators of “Entry costs” and “Time costs of regulatory compliance”; continues implementing administrative reform, elaborating cooperation mechanism between departments, sectors and local authorities in conducting business registration, business start-ups. The province will also implement comprehensive solutions to improve compositions of PCI of departments, sectors and localities; elaborate plans appropriate with functions and responsibilities of organs and units; create conditions for people doing business. Policies must be consulted by enterprise communities and people.
Finally, the province strives to realise successfully targets in the provincial Action Plan; plans and supervision contents of PCI party group chaired by Vice Chairman of Provincial People’s Committee must be suitable with new conditions and situations. The PCI index inspection and administrative reform supervision will be coordinated with activities of corruption prevention.
As a leader of the Provincial Party Committee of Binh Phuoc, what are your concerns about the last years? What will you do to bring to Binh Phuoc more comprehensive and effective development?
In recent years, the Party Committee and people of Binh Phuoc have jointly constructed a more and more prosperous and sustainably developing province.
However, there are still shortcomings, those are degradation of political ideology, ethics and lifestyles on the part of officials and Party members; unclear transformation of activities following the moral example of President Ho Chi Minh in several localities and units, lack of good models and practices to expand. Party member management has still revealed shortcomings, and officials application toward Decision 132 – QD/TU of the Party Committee does not meet requirements, especially at the commune level. Internal discord, violation of central and democratic principals, concealing violations, lack of spirit of struggle against corruption, and waste still occur in some units, especially in land management or forest protection.
To help Binh Phuoc develop comprehensively and effectively, in my opinion, in the future, the provincial Party Committee and authorities must continue directing responsibilities realizations. Specifically, referring to Party construction, improve capacity of management and struggle; innovate leadership and working methods of all levels of Party Committees. Innovate and strengthen effectiveness of ideological and political work; organise staff; supervise and mobilise people. Promote learning and following the moral example of Ho Chi Minh; enhance moral and lifestyle education, upgrade proactivity and exemplary activities of staff and Party members. Construct morally and politically qualified staff to satisfy increasing requirements of industrialization–modernization and development of the knowledge economy.
At the same time, concentrate on constructing a clear and strong local government that is really an authority of the people, by the people and for the people. Continue promoting basic democracy, administrative reform, gradually upgrade responsibilities, professional capacity and skills of public service staff, especially at local levels. Promote proactive and creative direction and management of People’s Committees at all levels; enhance rights of decision making and supervision of People’s Councils at all levels. Effectively implement forest planning and protection in compliance with Government’s direction. Complete major transport constructions and projects in the province.
