Social Insurance of Kon Tum: Strong Investment for Administrative Reform

The Social Insurance of Vietnam has achieved important milestones in reforming administrative procedures in social insurance, health insurance and unemployment insurance in the spirit of the Government’s Resolution No. 19/NQ-CP with the aim of enhancing national competitiveness and improving the investment and business environment. Contributing to the overall success of the social insurance industry, the Social Insurance of Kon Tum has made ongoing efforts to overcome difficulties in speeding up administrative reform, carrying out one-stop single-window mechanism to reduce the time required to settle procedures relating to social insurance, health insurance and unemployment insurance for local organisations and individuals.
After nearly four years since the Politburo issued Resolution No. 21-NQ/TW, holders of social insurance, unemployment insurance and health insurance policies are on the rise. Specifically, as of May 31, 2016, Social Insurance of Kon Tum had 37,683 social insurance policyholders, 30,754 unemployment insurance policyholders (an increase of nearly 5,000 people), and 433,924 health insurance policyholders (an increase of nearly 80,000 people), accounting for 85.41 per cent of the province's population. To play an active role in achieving the goals of Resolution 21 on construction of modern, professional and effective social insurance and health insurance to meet industrialisation, modernisation and international integration requirements, the Social Insurance of Kon Tum has continuously reformed administrative procedures, with the focus placed on streamlining formalities for the insured.
 
In addition, the investment for information technology application is prioritised to link provincial social insurance data and district/city social insurance data to ensure synchronised and unified data management. Management software is used in all professional stages. From May 1, 2015, Social Insurance of Kon Tum deployed electronic records and online transactions, including declarations of social insurance, health insurance and unemployment insurance and requests for granting social insurance, health insurance and unemployment insurance cards from local companies. Most recently, Social Insurance of Kon Tum is working with the Health Department and Viettel Kon Tum to deploy a health insurance verification information system to form interconnection of health insurance data among related units in the province to enable rapid and convenient health insurance repayment and strict management of health insurance funds. At the same time, to ensure professionalism and safety in premium collection and compensation spending and facilitate people to take part in and get benefits from social insurance and health insurance, the Social Insurance of Kon Tum has changed methods to collect voluntary social insurance premiums, pay pensions, grant social insurance, and grant monthly unemployment allowances via State public utilities. Infrastructure system continues to be equipped and upgraded to meet sector development and modernisation. The apparatus of Social Insurance of Kon Tum and district-level social insurance units has been rationalised and strengthened and the insurance staff has regularly had their competences raised to meet new development requirements.
 
In addition, Social Insurance of Kon Tum always upholds the sense of responsibility, attitude, sense of service and observance of discipline of all employees, particularly those having direct relations with individuals, enterprises and organisations. Furthermore, it also regularly examines the performance of its employees.
 
With those endeavours, Social Insurance of Kon Tum expects to have a modern, professional and effective social insurance and health insurance system by 2020 to meet requirements of industrialisation, modernisation and international integration.
