Transport Infrastructure Development Driving Force for Local Advancement

The 11th Tien Giang Provincial Party Congress's resolution for the 2020-2025 term outlined the strategic breakthrough of constructing a seamlessly integrated and continuous transport infrastructure system across regions within the province. At the midpoint of this term, Tien Giang has achieved many accomplishments in transport infrastructure development, making an important contribution to the comprehensive development of the province. To find out more information, our reporter had an interview with Mr. Tran Van Bon, Director of the Tien Giang Department of Transport.

As synchronous transport infrastructure development is a critical and long-term task for Tien Giang province, how would you assess its progress?

Nestled in the pivotal Southern key economic region, serving as the trade gateway for the Mekong Delta provinces, Tien Giang province positions transport infrastructure as the linchpin for transformative breakthroughs. The province places a premium on investment in transport infrastructure, recognizing its role as a catalytic force for regional advancement.

Three years of dedication to perfecting the infrastructure system have yielded substantial results. Tien Giang has a sprawling network spanning 8,700 km of roads and 1,048 km of inland waterways. The province's commitment extends to diversifying transportation options, with a particular focus on creating foreigner-friendly routes featuring international graphical symbols. This approach encompasses intra-regional and inter-regional routes, as well as roads strategically connecting industrial parks, clusters, and prominent tourism destinations.

The completion of central construction projects over the past three years, including the Trung Luong-My Thuan Expressway (phase 1), six narrow bridges on National Highway 1, and the expansion of National Highway 50, underscores Tien Giang's commitment to transformative infrastructure development. The province also boasts several ongoing central projects, such as the My Thuan 2 Bridge, Rach Mieu 2 Bridge, and the Cho Gao Canal upgrade (Phase 2).

Tien Giang has marked significant achievements in key provincial projects, including the completion of Vam Tra Lot Bridge, Vam Cai Thia Bridge (DT.864), and Ngu Hiep Bridge (DT.868). Numerous projects are currently underway, such as the expansion and upgrade of Provincial Road 879B from Go Cat Bridge to the Long An boundary, the enhancement of Provincial roads 861, 863, 869 connecting Tien Giang and Dong Thap provinces, and the development of Provincial Road 864 along the Tien River.

They serve as catalysts, not only streamlining the movement of people and goods but also elevating the province's overall competitiveness.

Tien Giang has been recognized as a “bright spot” in the disbursement of public investment capital in 2023. Could you elaborate on the execution and disbursement of capital, particularly for key transport projects?

Positioning the improvement of the transportation system as a linchpin for economic development and a magnet for investments, Tien Giang province's transportation industry has emerged with a resolute focus on fostering progress. Tien Giang consistently stands among the nation's leaders in disbursement rates of public investment capital. Tien Giang province has adeptly marshaled capital resources, employing flexibility in capital allocation, with a discerning focus on prioritizing eligible projects and investors for swift disbursement.

The handling of public investment capital has proven instrumental in Tien Giang's ability to surmount challenges, culminating in the successful completion of transportation infrastructure projects and the realization of new rural areas. This accomplishment serves as a foundational platform, propelling the province toward the successful completion and operationalization of various critical works and projects. In doing so, Tien Giang province lays the groundwork for robust socio-economic development, establishing itself as a beacon of strategic foresight and effective execution.

Based on these achievements, what are the province’s objectives and tasks for developing transportation infrastructure until 2025?

Tien Giang province continues to advance infrastructure, and connect industrial parks and clusters while elevating the rural transportation network to align with ambitious new rural standards set for 2025.

In the forthcoming phase, Tien Giang will forge collaborative partnerships with ministries and branches, steadfastly driving the deployment and completion of pivotal traffic projects. These endeavors aim to seamlessly integrate the province with the Southern key economic region, the Dong Thap Muoi sub-region, and the Eastern Coastal subregion. Tien Giang province is poised to finalize the construction of intra-regional and inter-regional routes, alongside visionary urban development projects. This roadmap also encompasses a fervent commitment to bolstering waterway transportation and logistics. This includes the development of a robust port system, a state-of-the-art general seaport, and an inland wharf, all tailored to catalyze the growth of the burgeoning eastern industrial region.

To accomplish the above goals, what are the key solutions that the province will focus on implementing in the coming time? How will administrative reform work be promoted?

Tien Giang will continue to coordinate closely with ministries and central branches to mobilize private investment for infrastructure development; strictly implement the inspection, examination and supervision of investment activities; promote and innovate investment methods; and proactively remove difficulties for businesses. Along with that, the province will restructure investment, speed up site clearance and concentrate capital for projects with great impact and impetus.

In particular, the province will promote administrative procedure reform; develop a digital government; increase the quality of public service provision to improve the business environment, enhance competitiveness and create motivation for breakthroughs.

Currently, 100% of administrative procedures under the Tien Giang Department of Transport’s jurisdiction are received and returned through its one-stop door. The province has also promoted the application of information technology and specialized software such as Misa accounting software, civil servant and public employee management software, driving license management software and a road transport online public service system.
