Amid Hai Phong City’s strong efforts to improve the investment and business environment, promote enterprise development, and mobilize social resources, the effective implementation of social insurance (SI), health insurance (HI), and unemployment insurance (UI) policies plays a crucial role in safeguarding employees’ rights, stabilizing labor relations, and building a sustainable social protection foundation. Based on resolutions and action programs issued by the Central Government and the city, Hai Phong City Social Insurance (BHXH Hai Phong) has synchronously implemented a wide range of tasks and solutions, achieving positive results and strengthening the confidence of citizens and the business community.
Focusing on Administrative Reform and Improving Service Quality
In implementing Resolution No. 28-NQ/TW, Resolution No. 125/NQ-CP of the Government, and new policies on reform of social insurance, health insurance, and unemployment insurance, Hai Phong City Social Insurance has identified administrative reform and service quality improvement as cross-cutting and long-term priorities. The agency has reviewed and simplified operational procedures, enhanced transparency in administrative processes, and promoted electronic transactions and online public services, creating favorable conditions for citizens and enterprises to participate in and benefit from social insurance policies.
To date, more than 96.63% of units and enterprises in the city have conducted declarations and contributions via electronic transactions, while tens of thousands of individual accounts are using online public services provided by the social insurance sector. The “one-stop service” units at the city and district levels have been strengthened in a more professional and standardized manner; administrative processing time has been shortened and transparency improved. Satisfaction surveys show that over 93.17% of individuals and organizations are satisfied with the services provided by Hai Phong City Social Insurance.
At the same time, Hai Phong City Social Insurance has accelerated the application of information technology, digitalizing the entire process of management, benefit payment, and health insurance claims assessment, while strengthening data connectivity with the health, tax, and finance sectors, as well as commune-level People’s Committees. The deployment of integrated public services—such as joint registration for birth, permanent residence, and issuance of health insurance cards for children under six, or death registration combined with funeral allowance settlement—has significantly reduced administrative time and costs for citizens.
Proactive Communication and Support for Businesses and Workers
Policy communication has been implemented through diversified approaches, combining direct engagement with digital communication channels. Hai Phong City Social Insurance has proactively coordinated with central and local media agencies and organized dialogue conferences with enterprises, focusing on clarifying new provisions of the 2024 Law on Social Insurance, student health insurance policies, and the National Campaign for Universal Social Insurance Coverage.
Through dialogue, consultation, and direct support, many difficulties faced by enterprises during policy implementation have been promptly addressed. These efforts have contributed to improving compliance with social insurance, health insurance, and unemployment insurance regulations, stabilizing labor relations, and fostering a healthy production and business environment.
In inspection and supervision activities, Hai Phong City Social Insurance has strengthened specialized inspections and closely coordinated with relevant departments and agencies to promptly detect and handle violations. In 2025, inspections were conducted at nearly 200 units, resulting in the collection and recovery of tens of billions of VND, thereby safeguarding the legitimate rights of employees. The rate of late payments and outstanding social insurance debts has continued to be controlled and reduced compared to the same period, reflecting strong determination and effective implementation.
Expanding Coverage and Strengthening the Social Protection Foundation
Recognizing the expansion of participation in social insurance, health insurance, and unemployment insurance as a key task, Hai Phong City Social Insurance has advised on incorporating social protection targets into the city’s socio-economic development resolutions; strengthened steering committees at all levels; and enhanced coordination with grassroots authorities to expand participant coverage.
By the end of 2025, the number of social insurance participants in the city exceeded 1.1 million people, accounting for more than 55.5% of the working-age labor force. Participation in compulsory social insurance and unemployment insurance continued to increase, reflecting the recovery and development of the labor market. Meanwhile, health insurance coverage reached over 3.88 million people, accounting for 95.25% of the city’s population. Notably, contribution support policies for voluntary social insurance and health insurance, as stipulated in resolutions of the City People’s Council, have created strong incentives for workers in the informal sector, leading to a significant increase in voluntary social insurance participation and making health insurance coverage expansion a highlight in social insurance and health insurance development.
Alongside coverage expansion, Hai Phong City Social Insurance regularly conducts surveys to assess satisfaction levels among citizens and enterprises, promptly adjusting processes and practices to improve service quality. Many coordinated models for communication and participant support at the grassroots level have been maintained and scaled up, helping social insurance and health insurance policies reach closer to the public.
