The recent third plenary meeting of the 14th Hanoi People’s Council wrapped up with seven regular resolutions and six specialised resolutions adopted. The capital of Vietnam defined four core tasks and ratified key projects and programmes.
In this session, the Hanoi People’s Council reviewed the implementation of socioeconomic tasks and budgetary estimations in 2011; decided on key tasks in 2012; and adopted budgetary estimates and allocations in 2012. According to deputies, although these tasks were carried out in harder conditions caused by the economic slowdown, Hanoi’s economy maintained good growth. Gross domestic product (GDP) expanded more than 10 percent in 2011, over 1.67 times higher than the national average; exports increased by 23 percent over 2010. The city aims at GDP growth of 10.5 percent in 2012, with four key tasks to be implemented drastically: Ensuring social security and welfare; removing difficulties for enterprises; accelerating the construction of infrastructure projects to reduce traffic congestion; and building new rural areas.
The city approved the list of 37 key projects with total investment capital of over VND147 trillion (over US$7 billion) managed by the city, including 32 projects and nearly VND130 trillion needed for the 2011-2015 period.
Of the 37 projects, 14 traffic projects will ease traffic congestion in the city. Typical projects include Nhon - Hanoi Station rail, Nam Thang Long - Tran Hung Dao rail, and Vinh Tuy - Cho Mo - Nga Tu Vong belt road. As many as 11 of these 14 projects will be completed between 2011 and 2015.
Regarding the proposal for building both Vinh Tuy - Nga Tu So ring road and ancillary elevated roads along it at the same time, most deputies agreed that the construction of the belt road was more urgent than the elevated roads. Due to limited financial resources, the elevated roads will be shifted to the next phase.
Before the fact that the natural environment in Hanoi is degrading, the Council also approved five key environment projects: Water drainage project for a better Hanoi environment (Project 2); centralised wastewater treatment facility construction project for better environment in Yen Xa commune, Thanh Tri district; Soc Son waste treatment complex construction investment project in Soc Son district - second phase; Phu Do centralised wastewater treatment plant in Phu Do; and a project to build two cremation facilities. Four out of these five projects are expected to be completed in the 2011 - 2015 phase. Besides, the Council approved social and cultural development projects.
The Hanoi People’s Committee, the governing body, is committed to instruct the investment of these projects to lay the groundwork for Hanoi’s future development.
