Mr Nguyen Huy Tuong, Vice Chairman of Hanoi People’s Committee has ratified a plan of deploying construction bonds issuance for the city’s development (in 2013 - 2015) in the first phase of 2013.
Vice Chairman Nguyen Huy Tuong has required the Department of Finance to take charge of building the issuance plan; in collaboration with the Department of Planning and Investment, the Hanoi State Treasury and Hanoi Stock Exchange to deploy the issuance; in collaboration with the Department of Planning and Investment to counsel the People’s Committee on solutions of advance payments and issuances.
The Hanoi State Treasury is to carry out a market survey, approach potential customers, agencies with high capacity and experience in bidding and guaranteeing issuance; coordinate with relevant agencies to organise a conference introducing the bonds issuance for the city’s development according to the plan ratified by the People’s Committee before June 8, 2013.
The Hanoi Stock Exchange needs to coordinate with relevant agencies for implementing, investigating, reviewing, and surveying markets; preparing content about introducing construction bonds issuance for the conference before June 8, 2013; arranging necessary facilities for bidding on construction bonds for the city’s development (in 2013 - 2015) in the first phase of 2013.
Earlier, Vice Chairman Nguyen Huy Tuong signed a decision to issue construction bonds for the period of 2013 - 2015, with the maturity of five years and par value of VND100,000.
The expected total value of VND5,000 billion mobilised from bonds issuance will be disbursed to 8 key projects ratified by Hanoi People’s Council.
These projects include Ring Road No. 1 (from O Dong Mac to Nguyen Khoai); Ring Road No. 1 (from O Cho Dua to Hoang Cau); Ring Road No. 2 (from Nga Tu So - Nga Tu Vong); Ring Road No. 2 (Vinh Tuy - Cho Mo - Nga Tu Vong); prolonged road no.5 (Cau Chui - Dong Tru - Phuong Trach - Northern Thang Long); Duc Giang hospital improvement; a 1,000 bed general hospital in Me Linh; and drainage improvement in the western area of Hanoi (Yen Nghia drainage station - phase 1).
