According to the Circular 128/2013/TT-BTC of the Ministry of Finance, to be effective from November 1, 2013, taxpayers can pay provisional taxes in Vietnamese dong or foreign currencies when their goods are cleared without official prices.
After having official prices, taxpayers will receive foreign currencies from foreign customers, they will pay short taxes if any.
