Vinh Phuc province formally adopted a resolution to accept a scheme to upgrade Vinh Yen City into a second-grade urban zone, based on the Urban Planning Law, Decree No. 42/2009/ND-CP of the Government dated May 7, 2009 on urban zone classification, the Circular No. 34/2009/TT-BXD of the Ministry of Construction dated September 30, 2009 and Decision No. 758/QD-TTg of the Prime Minister dated June 8, 2009 on the approval of national urban zone upgrading programme in the 2009-2020 phase.
After reviewing six criteria specified by the Ministry of Construction and the Government, including urban planning, population size, population density, non-farming labour rate, urban infrastructure system, and urban landscape and architecture, Vinh Yen City has reached basic standards for the second-grade urban zone, with nearly 87 points.
After being qualified for a third-grade urban zone in 2004, Vinh Yen City has focused and mobilised resources for building urban infrastructure to ensure social security and promote socioeconomic development.
The City is actively carrying out programmes and projects to celebrate the 115th founding anniversary of Vinh Yen (1899-2014) and become a green, sustainable city. This is a consistent development standpoint and political determination of Vinh Phuc Province and Vinh Yen City.
With its positive measures, Vinh Yen has attracted many investment projects. The city has granted investment licences to 240 projects, including 71 foreign-invested projects with total registered capital of US$485.53 million. Ongoing projects have generated jobs for more than 6,000 workers, who are paid VND2.6 - 3.2 million a month on average. GDP per capita was nearly US$4,100 in 2013. State budget revenue reached VND1,900 billion in the year.
To prepare for the new status, Vinh Yen City has actively planned schools, green parks, administrative areas, and completed street name installations in the past few years.
At the same time, the city has also built squares, palaces for children, stadiums, parks, gymnasiums, theatres and other works. Vinh Yen has also upgraded power systems, water supply and drainage systems, traffic networks, environmental sanitation and urban landscapes.
Vinh Yen has invested in developing uniform architectural space, urban infrastructure and social infrastructure and embellishing old urban works. Particularly, the city is preparing to build facilities for becoming a green city, including flooding treatment and waste disposal facilities.
Le Hien
