Da Nang Sets New Role and Position

Da Nang City has introduced many right and effective policies recognised by the central government, localities, investors, businesses, tourists and people across the country in the past years, through which the city’s socioeconomic development has achieved important results and established a new role and position.

Amazing economic development
Da Nang City has sustained rapid economic growth of 9 per cent a year, with growth quality improving year after year. The economic structure has been shifted positively towards a rising share of services, industry - construction, private and foreign-invested sectors. Fast-developing service sectors are driving the city’s economic growth; comparative advantages are well harnessed; and the investment environment has been ameliorated to mobilise domestic and foreign investment resources. The budget structure has been shifted towards sustainability, aimed to reduce dependence on land-use fee revenue. The material and spiritual life of people has been raised. Given the high urbanisation pace, the city’s urban face and prestige have been affirmed, gradually shaped and established the role and position of Da Nang City in the central region and the whole country, especially in tourism, trade, investment, banking and finance, information and communication, information technology industry, marine economy, education and training, and health. The infrastructure system has been synchronously invested to become an important foundation for the city’s construction and development process.

Da Nang City is always among the group of localities with the highest rankings of the Provincial Competitiveness Index (PCI), with seven years leading the nation (2008 - 2010, 2013 - 2016). The city led the country in the Information and Communication Technology (ICT) Readiness Index for nine consecutive years (2009-2017), the Public Administration Reform Index (PAR Index) in five years (2012 - 2016), the Provincial Governance and Public Administration Performance Index (PAPI) in 2011 - 2016.

The city is keen on creating an open investment environment, promulgating mechanisms and policies, reforming administrative procedures, scheduling administrative transactions, registering online public services, and launching the single-window mechanisms at relevant units. The city deploys the service of delivering administrative records to registered addresses of citizens, organisations and enterprises; and periodically contacts investors and enterprises to timely understand, support and tackle difficulties and obstacles for investors, and boost investment flows. To date, Da Nang City has licensed 320 domestic investment projects with a total capital of VND94,650 billion (US$4 billion) and 609 FDI projects with US$3,136 billion. The city also had four ODA projects with VND338.2 billion, of which VND200.4 billion came from ODA donors and the rest was contributed by local partners. The locality also got over VND2,034.3 billion from NGOs. At present, 24,734 companies, corporate branches and representative offices are operating in the city with a total registered capital of VND152,871 billion (US$6.65 billion).



Positive social security, environment
In addition to economic, investment and infrastructure achievements, the city puts a premium on social well-being, environment, social security and life quality and reaped encouraging results. Da Nang City has mobilised the entire political system to engage in social security programmes for better life for people.

The city has paid attention to living conditions for policy beneficiaries, social beneficiaries, poor households and ethnic minorities. The goal of “no extremely poor households” is basically achieved. The poverty reduction programme for the period of 2009 - 2015 competed three years ahead of schedule (2012), for the 2013 - 2017 period two years ahead of time (2015), and the 2016 - 2020 period expected to finish two years before the schedule (2018). Da Nang City will basically have no poor households.

To date, the city has “no school dropout” because of hardships. The goal of “no beggar wandering” has been further strengthened as a result of many strict measures to wandering beggars and hawkers. Da Nang has consistently pursued the goal of “no drug addict in the community” by effective detoxification and post-detoxification management and made many efforts to control the goal of “no murderer and robber”.

The city has effectively carried out “housing projects” for low-income earners. To date, Da Nang completed and operated 208 blocks with 12,740 apartments. It has also implemented “employment projects” in couple with periodical job bazaars to match recruiters and workers, aimed to provide jobs for 32,000 workers annually. The rate of trained workers is estimated at 51 per cent in 2018 and the unemployment rate will be 3.4 per cent. Since 2015, the city has launched the “year of culture and urban progress” and achieved important results to shape a spiritual foundation and new motivation for development.

To realise the goal of building a prosperous, beautiful, peaceful, civilised and modern city by 2020, Da Nang has carried out various programmes with the aim of balancing the resources to improve living quality for people and build a beautiful, peaceful and civilised Da Nang City; and made substantial changes in prevention and fighting against crimes, social security and order, traffic safety, food hygiene and safety, and social well-being. The city government has directed relevant bodies to promptly implement measures to address pressing issues.

The project “Building Da Nang - Environmental city” has been promoted and achieved positive results. The project focuses on handling environmental hot spots and flooded spots, keeping environmental sanitation at beaches, responding to climate change, and raising the awareness and action of all levels, sectors and societies.

As a result, the city has been awarded many major international awards for environmental protection and response to climate change. For example, the city was named the “Environmentally Sustainable City of ASEAN” in 2011; voted one of 20 lowest-carbon cities in the world in 2012; voted "Excellent City in Transition” by The Financial Times and International Finance Corporation (IFC) and the Vietnam Environment Award by the Ministry of Natural Resources and Environment in 2015.
