Long An Department of Taxation: Creating Favourable Conditions for Tax Payers

Tax revenues in Long An gained good results. With State budget revenues of VND 1,008 billion, equal to 118.8 per cent of the target set by the Long An People’s Council and up by 120 per cent against that of 2003.
 
Accordingly, 12 out of 14 taxes gained a high growth rate against that of 2003. In particular, revenues from land related taxes, including the land right use transfer tax was equal to 414.4 per cent of the yearly estimate, up by 214.9 per cent of 2003, revenues from land use tax was equal to 315.5 per cent of the yearly estimate and the figure was put at 191.7 per cent of land rent tax. However, the local taxation service failed to achieve its yearly target of collecting corporate income tax, which was equal to only 98.2 per cent of the yearly target, and tax of agricultural land use, which was equal to only 98.3 per cent of the yearly target. In 2004, 15 out of 16 units had their revenues equal or higher than estimated figures. In particular, eight units, including Duc Hoa, Ben Luc, Can Duoc, Vinh Hung, Duc Hue, Tan Hung, Thu Thua and Chau Thanh had their revenues equal to 120 per cent of the yearly target. Seven other units, Tan Tru, Tan Thanh, Can Giuoc, Moc Hoa, Thanh Hoa and Tan An town, had their revenues equal to between 100 and 120 per cent of the yearly target. 
 
This was recorded thanks to many favourable factors. They include the openness of the Enterprise Law and amended tax policies, which have encouraged enterprises to expand their business and production activities, the province’s approaches on the building of industrial parks and complexes with priority policies to attract investors. At the same time, the Long An Department of Taxation has co-operated with the Department of Planning and Investment to promote tax revenues.
In 2005, the Long An Department of Taxation will continue to reform its procedures to implement the laws and policies on tax, removing complicated procedures to create favourable conditions for tax payers. Under the new organisation model, taxation agencies now have more powers to observe the tax law with clearly assigned tasks. The department has promoted education activities to its affiliates in districts and towns, which has produced a good impact on tax payers.
 
The department’s main task in 2005 which was assigned by the Long An Party Committee and People’s Committee is to concentrate on observing the regulations on administrative reforms, thereby creating more favourable conditions for tax payers. Accordingly, the department will strive to complete its budget revenues of VND 1,215 billion, or an increase of 24 per cent, which was assigned by the General Department of Taxation. At the same time, it will continue to implement a modernisation programme of the General Department of Taxation to provide high quality services to tax paying organisations and individuals.
