To create a launchpad for new breakthrough development enabling Bac Ninh province to become a centrally run city by 2025, Bac Ninh has focused on carrying out key projects with a total public investment budget of VND43,427 billion (US$1.9 billion), including Phat Tich - Dai Dong Thanh Bridge, Kenh Vang Bridge and ring road 4 - Hanoi region.

Specific goals
Based on the Bac Ninh urban area planning to 2035, with a vision to 2050, Bac Ninh aims to become a centrally run first-grade city, laying the groundwork for building Bac Ninh into a centrally governed city by 2025, a core activity of the Department of Transport, said Mr. Nguyen Minh Hieu, Deputy Director of the Department, in a talk with to the reporter of Vietnam Business Forum.
Therefore, from now to 2025, the total public investment budget is expected to amount to VND43,427 billion. The priority for medium-term public budget disbursement will be key industries and fields, especially transport projects that will enhance connectivity, create motivation and improve inter-regional effects.
Practical work
Most notably, Kenh Vang Bridge connecting Bac Ninh with Hai Duong province was approved for investment at the end of May 2021. The project is invested by Bac Ninh Traffic Construction Project Management Board with a total cost of nearly VND1,600 billion from 2022 to 2025.
Its main items include building Kenh Vang Bridge and two roads leading to the bridge. It runs from National Highway 17 in Gia Binh district to National Highway 37, Hai Duong province.
According to the design, Kenh Vang Bridge is 740 m long, 23.5 m wide, built with prestressed reinforced concrete. The leading roadways to both ends of the bridge are 12.6 km long, 15 m wide.
Currently, Bac Ninh Traffic Construction Project Management Board is coordinating with relevant localities and agencies to actively start the project on time.
Also according to the Bac Ninh urban development master plan to 2030, with a vision to 2050, another important project expected to be embarked in late 2022 or early 2023 is ring road 4 of Hanoi region. The road, 111.2 km in total length, costs more than VND94 trillion. It will run 24.2 km through Bac Ninh province (Thuan Thanh, Que Vo and Gia Binh districts, and Bac Ninh City).
The 6-lane ring road is 120 - 135 m wide, flanked by two green corridors. In the first phase, the project will carry out site clearance and build a 4-lane road of 17 m wide. This new traffic route includes the construction of Hoai Thuong Bridge over the Duong River, interest National Highway 38 and National Highway 17, Noi Bai - Ha Long Expressway and various provincial roads.
When surveying the project, Bac Ninh province proposed, and gained approval, to invest in a 9km extension from Noi Bai - Lao Cai Highway to Hanoi - Bac Giang Expressway, aiming to encircle ring road 4 as planned. The purpose is interconnecting localities (Hanoi, Hung Yen, Bac Ninh, Bac Giang and Vinh Phuc).
At the same time, Phat Tich - Dai Dong Thanh Bridge, which is more than 1.5 km long and costs nearly VND2,000 billion, is expected to open for traffic in June 2022 and be completed before December 31, 2022. The project starts in Canh Hung commune (Tien Du district) and ends at Dai Dong Thanh commune (Thuan Thanh district).
The bridge is of special significance, helping form a closed traffic network for Bac Duong and Nam Duong areas of Bac Ninh province. Accordingly, it will connect Red River Delta provinces and neighbors such as Hanoi, Bac Giang, Thai Nguyen, Hung Yen and Hai Duong along National Highway 1, National Highway 38, National Highway 5, National Highway 17, Provincial Road 276 and Provincial Road 287.
Moreover, Bac Ninh is also trying its best to launch some new projects like an urban road (costing VND182 billion) in Que Vo district (from Nhan Hoa to Dai Xuan); Provincial Road 278 (VND298 billion) from National Highway 18, Phuong Mai commune to Provincial Road 287, Yen Gia commune, Que Vo district; Provincial Road 282B (VND230 billion) from Provincial Road 285 to Binh Than Bridge, Gia Binh district; and extended Ly Anh Tong Road (VND166 billion) from Provincial Road 295B to Bac Ninh City.
When these traffic investment projects are completed, they will create a launchpad to accelerate local urbanization and an important economic growth driver in the greater Hanoi region. It is also the driving force of the northern key economic region.
