Vinh Phuc Proposes Expanding Scope of Policy Beneficiaries

A government delegation, led by Minister of Industry and Trade Nguyen Hong Dien, recently paid a working visit to Vinh Phuc province. At the reception, Chairman of Vinh Phuc Provincial People's Committee Le Duy Thanh and leaders of the province’s departments and sectors put forth many ideas to solve difficulties and obstacles in corporate production and business, public investment, infrastructure construction, import and export in the province in the coming time.

Notably, the province requested the delegation consider and report to the Government to launch a continued economic recovery policy, facilitating domestic companies to compete with competitors from other countries in the region. Simultaneously, the government should direct central agencies to study, deploy, extend and expand the scope of policy beneficiaries and introduce more mechanisms and policies to support companies affected by the COVID-19 pandemic in 2023 like a policy on lending interest rate reduction, a policy on tax and fee exemption and reduction, solutions to existing problems in worker housing policy that include land fund, targeted purchasers and investment incentive policies. Vinh Phuc also suggested central agencies complete some policies related to land, public investment disbursement and implementation, transportation, environment, agriculture and rural development, market management, supporting industries, electricity, education, food safety and other contents.

Addressing the meeting, Minister Nguyen Hong Dien emphasized: To promptly address shortcomings and limitations, while recovering economic growth momentum and striving to fulfill the goals in the 2023 Plan, the Party Committee and government of the province should pay attention to directing implementation of key tasks: Continuing to review and promptly grasp difficulties and obstacles of each enterprise and each investment project in the area to introduce effective and substantive solutions to soon bring it into operation, enhance investment effects and expand new production capacity; urgently completing the provincial planning, on the basis of full and timely integration of guidelines and orientations stated in Resolution 30 of the Politburo on Red River Delta socioeconomic development to 2030, a vision to 2045, and national, regional and sectoral master plans, projects, strategies, and plans for the development of sectors and fields of the locality; reviewing, adjusting and supplementing land use plans and specific local mechanisms and policies to create favorable conditions for implementation of investment projects.

At the same time, the province should speed up administrative reform and digital transformation in management, supervision and administration of government at all levels, especially in simplifying administrative procedures and improving the efficiency of supplying and using Level 3 and Level 4 online public services; strengthen discipline in direction, administration and sense of compliance at all levels; step up decentralization in association with post-inspection and post-audit; focus on removing difficulties and obstacles to speed up public investment disbursement, creating motivation and room for development of related industries and fields; study and launch mechanisms and policies to effectively carry out investment socialization policy, diversify investment forms, and best mobilize social resources to realize local socioeconomic development objectives; increase dialogues with enterprises to best support them to conduct administrative procedures, access capital and land, and implement their investment projects; highly focus on building and completing infrastructure in the province, especially transport, telecom, logistics, commercial and service infrastructure associated with urbanization and tourism activities.

Regarding recommendations of the province, representatives of units under the Ministry of Industry and Trade and other ministries and agencies exchanged and clarified matters of concern and reported matters beyond their competence to the Government and the Prime Minister for solutions to support Vinh Phuc to further sustainable development in the coming time.
