IDICO Vinh Quang Eco-Industrial Park: A New Driver for Sustainable Development in Hai Phong

Hai Phong is steadily reshaping its industrial landscape toward modernity, environmental friendliness, and deep integration with international standards. Located in the southwest of the city, IDICO Vinh Quang Eco-Industrial Park (EIP) has been carefully planned from the outset to not only expand industrial land supply but also serve as a new driver for attracting high-quality investment capital and supporting the port city’s goals of green growth and sustainable development.

Hai Phong’s Competitive Advantage and the Imperative for a New Development Model

On Vietnam’s investment attraction map, Hai Phong has long established itself as a key industrial and logistics growth hub in the Northern region. The city benefits from one of the country’s leading seaport systems, a steadily improving multimodal transport network, and strong connectivity with major northern economic zones as well as national and international markets.

Alongside these infrastructure strengths, Hai Phong’s investment and business environment has steadily improved in terms of stability, transparency, and alignment with international standards. As a result, the city has continued to attract traditional FDI while gradually drawing more high-tech and green industrial projects, enabling deeper integration into global value chains.

According to the Hai Phong Economic Zone Authority at the conference “Hai Phong Free Trade Zone - A Destination of the New Era,” cumulative FDI by the end of November 2025 reached 2,060 projects with total registered capital of US$45.68 billion, ranking third among 34 provinces and cities nationwide. These figures demonstrate the city’s strong investment appeal while also placing new demands on development quality, requiring industrial space to be planned and managed in a more sustainable and responsible way.

Vietnam’s commitment to achieving net-zero emissions by 2050, together with its green growth orientation, has created pressing requirements for localities, including Hai Phong, to move away from extensive growth toward higher quality and efficiency. In this context, new-generation industrial parks must not only supply adequate space for production but also meet environmental, economic, social, and governance standards. As a result, the EIP model is no longer optional, but an essential condition for maintaining competitiveness and attracting high-quality investment.

IDICO Vinh Quang – Pioneering the Eco-Industrial Model

The infrastructure investment, construction, and operation project for Vinh Quang Industrial Park (IDICO Vinh Quang EIP) is implemented in Vinh Hai and Vinh Bao communes, Hai Phong City, with IDICO Vinh Quang Joint Stock Company (IDICO-IVC), a member of IDICO Corporation - JSC, as the developer. Covering a total area of 350 ha, with Phase 1 involving an investment of VND3,550 billion over 226.01 ha, the project not only expands the city’s industrial land supply but also represents a new approach to industrial park development, embedding ecological and sustainability criteria into master planning as the foundation for long-term operations.

Accordingly, IDICO Vinh Quang is among the first two industrial parks nationwide to receive in-principle approval from the Prime Minister with an ecological orientation embedded right at the planning stage. This marks a clear distinction from many traditional industrial parks that are already in operation and only later undergoing transition. The approach allows the project to proactively structure infrastructure, manage environmental factors, and establish long-term, sustainable production linkages.

Amid increasingly demanding market requirements and green industrial development trends, IDICO Vinh Quang EIP has been positioned as a pioneering industrial infrastructure model that anticipates future needs. Beyond meeting current standards, it is designed with sufficient flexibility to adapt to increasingly stringent environmental requirements over time.

Specifically, the industrial park has been comprehensively planned and invested in based on clearly defined ecological criteria. Its centralized wastewater treatment system meets Column A standards under QCVN 40:2025/BTNMT (Vietnam’s wastewater discharge regulation), complying with strict environmental protection requirements. The project also incorporates renewable energy solutions, a safe underground power system, and modern monitoring and security systems. Land allocated for green space, water, transport, technical and social infrastructure accounts for 27.78%, reflecting a development approach that balances industrial activity with the surrounding living environment.

On this basis, IDICO Vinh Quang seeks to enable an integrated production ecosystem. Enterprises are encouraged to share infrastructure and cooperate in the use of energy, materials, and by-products, gradually optimizing resource flows and reducing emissions across the industrial park.

At the same time, under the criterion of “competitive costs, long-term value,” IDICO Vinh Quang EIP has been designed with  financial initiatives and mechanisms that support industrial symbiosis to ensure long-term feasibility and operational efficiency, in line with the needs of new-generation FDI corporations.

In addition to its development model advantages, IDICO Vinh Quang EIP benefits from a strategic location in the Northern Key Economic Region, with direct connectivity to the Hanoi-Hai Phong-Quang Ninh corridor. The project is supported by a diversified transport network covering road, sea, and air routes, along with abundant local labor resources and active backing from city authorities.

Sustainability through Community Responsibility

With available land resources, well-developed external infrastructure, and a ready local workforce, the establishment of IDICO Vinh Quang EIP does more than just improve Hai Phong’s investment attraction quality; it specifically targets clean, high value-added industries. Simultaneously, the project creates new job opportunities, diversifies livelihoods for residents in the city’s southwestern area, helping to stabilize local lives and reduce environmental pressure.
