Hanoi targets to increase the ratio of industrial production value in the GDP while lowering that of agricultural production. To realise this objective, the capital city has expanded industrial development and enhance investment attraction.
Currently, Hanoi has some 104,500 industrial production facilities with 620,000 workers. Its annual industrial production value was estimated at VND108,625 billion (US$5 billion), contributing in the region of 27.5 percent to the GDP. Its annual industrial growth was 16 percent in the 2006 - 2010 period. With three hi-tech zones covering on a total planned area of 1,852 ha, 19 large-scaled industrial zones, 53 small-scaled industrial complexes, and 176 cottage industry villages, Hanoi currently possesses huge potentialities for industrial development. The city’s industrial production value reached VND57,893 billion (nearly US$3 billion) in the first six months of 2011, up 12.8 percent year on year and equal to 47 percent of the full-year plan. In particular, the foreign-invested sector saw the highest growth of 15 percent, followed by the private sector with 11.9 percent and the State-run sector with 9.5 percent.
Hanoi’s key industries are mechanical engineering, electricity, electronics, and plastic chemical. Specifically, the mechanical engineering sector accounts for 35.6 percent of the city’s industrial production value, followed by the electric - electronics sector with 10.55 percent and plastic chemical industry with 9.1 percent. The city’s industrial products are mainly for domestic consumption. Markedly, its technical plastics have been widely used in advanced industries like automobile, motorcycle and electro-electronics as well as for popular purposes like shoe packages, foodstuffs, detergents, agricultural products and seafood products.
Notable chemical plastic products of Hanoi are cases for TVs, printers, cameras, air conditioners, washing machines. Major producers include Hanel Company and Hanoi Plastic Joint Stock Company. The wide use of these products asserts the position and role of Hanoi’s industry in the national development.
The Resolution of the 15th Municipal Party Congress defines the Hanoi industrial development orientation as follows: “Developing clean industries and hi-tech industries; Prioritising the development of highly-valued industries and supporting industries; Accelerating the formation and development of basic sectors and components of knowledge economy (information technology, automation, biotechnology, new materials technology ...); and striving to make Hanoi a new research, design and manufacturing centre." In the coming time, Hanoi will focus on quickening the development of industries and products like information technology, new material technology, and mould manufacturing technology, electronics, precision engineering, medical device, and pharmacy. Hanoi will also strengthen linkage and cooperation amongst the city-based branches and companies and with other localities. It will also decentralise production, coordinate with other provinces and cities in regional industrial development, etc.
Specially, Hanoi has encouraged developing supporting industries for mechanical, electronic and other industries to create manufacturing and exporting satellite networks for big companies. By 2030, Hanoi's industry will be “clean” environment-friendly and typical of high-added value. The city will strive to become a centre for product design, software production, equipment production, and IT device production. Electronic products will serve the domestic market and will be gradually exported. The capital city will also strengthen cooperation with world-acclaimed corporations to acquire modern technologies and enhance local production of components like motherboards and monitors.
