The formation and development of industrial parks (IPs) has paved the way for the economic growth of Bac Ninh province in recent years. In the overall economic performance of the province, the industrial sector has always held a leading and pioneering role. The efforts of the IPs management board has contributed to making the IPs a primary motivation for economic restructuring towards double digit economic growth and the process of modernisation and industrialisation of Bac Ninh province.
On 25 August 1998, the Management Board of Bac Ninh IPs was established by Decision 152/1998/QD-TTg of the Prime Minister. Over nearly 15 years of construction and development, the Bac Ninh IPs have become an important factor in attracting investment, accelerating local economic growth and promoting economic and labour restructuring. The IPs’ infrastructure works comply with the order and regulation; meet the requirements of investors and socio-economic development orientation of the province. Modern IPs and urban zones model creates development, mutual support between the North and South areas of the Duong River, and connect with the northern key economic zone. Bac Ninh now has 15 IPs with detailed planning approved, with infrastructure investment capital of US$865 million, 10 IPs in operation and 5 IPs under procedures to implement construction. Occupancy rates in the planned IPs reach 53.35 percent, occupancy rate on land acquisition for rent reached 74.84 percent. The IPs have attracted major investment projects at home and abroad with modern technology such as Samsung, Canon and ABB. From that, the IPs have created an image which attracts other satellite investors. Bac Ninh IPs determine and develop some key industries such as electronics, mechanical, high-tech processing. Bac Ninh IPs have attracted 500 projects with a total registered capital of over US$3,782 million. There are 251 projects in operation (including 132 FDI projects). Industrial output value of enterprises in the IPs (excluding infrastructure development investment companies) reached VND51,927.5 billion, export value reached US$2,088 million, creating 67,750 jobs, in which, local labour accounted for 43.8 percent. Along with the development of production, the IPs also organise the local trade union which is a bridge between the employees and the business owners in the IPs, the reliable workers and business owners, creating harmonious, developed and stable labour relations at businesses in the IPs.

These achievements are thanks to the support and timely guidance of the Government, the ministries and central agencies; the attention and direction of the provincial Party Committee, People's Council and People's Committee. Promotion, investment attraction and selection of large investors and potential investors are focused. They help create a healthy investment environment and build typical images of Bac Ninh IPs and the province in general. The IP planning is in parallel with the development of urban and residential planning. Bac Ninh also associates building technical infrastructure to social infrastructure to successfully deploy IP-urban model and ensure social security. The province also conducts rapid clearance compensation to meet the needs of investors. Bac Ninh IPs also implement good State management performance, especially in the environmental management of IPs. They also support and timely resolve difficult problems, creating trust among investors and businesses.
The IP has become an important factor in the process of modernisation and industrialisation of the province. The adjustment of the development plan for Bac Ninh IPs is in accordance with the policy of the Party, the State, in accordance with the master plan of socio-economic development goals of the province such as the resolution of the provincial Party XVIII. Completing the adjustment of Bac Ninh IPs development plans will boost infrastructure links, contributing to creating socio-economic space for the province, creating even development, and increase support between northern and southern area of the Duong River. The IPs located in the north of the Duong River have shaped and developed key industries, focusing on electronics, precision engineering, new materials and high-tech processing. The planning work in this area ensures and promotes the absorption and bringing into play the advantages compared to other regions in the province, contributing to accelerating urbanization, modern urban construction, and synchronous infrastructure systems connected to the IP network. The south area of the Duong River has advantages to develop agricultural goods. The planning of industrial zones in the region to establish agricultural processing and building materials industries, attract labour, contributing to become leverage to support agricultural development, rural gentrification, and creation of new rural areas.
Consideration will be given to potential availability of geographic location, implementing IP planning in the overall socio-economic development planning of the province, territorial zoning and IP and urban chain planning, along the national arterial roads. The provincial road system plans to link IPs and urban areas to become closed continuum transport network. The urban area is formed, together with the social infrastructure to make the urban network of the province expand and develop, creating harmonious development between regions in the province, which is the basis for Bac Ninh’s integration and sustainable development.
