The Hanoi Department of Natural Resources and Environment said Hanoi has basically completed the granting of land ownership and house ownership certificates to households and individuals. To date, nearly 1.1 million certificates have been issued, accounting for over 96.6 percent).
The governing Hanoi People’s Committee directed the inspection and examination of land laws and project investors’ responsibilities to incomplete projects to consider granting certificates to homebuyers.
The department plans to submit proposals for amending some regulations in the Decision 18/2010/QD-UBND of Hanoi People’s Committee on granting certificates. Accordingly, certificate-granting procedures will be significantly simplified and punitive measures will be added weight. The department also worked with the Department of Finance and Taxation Department to discuss land rent reduction and rental payment postponement in accordance with the Resolution 02/NQ-CP of the Government on measures to ease difficulties against businesses.
