Khanh Hoa Province Strongly Developing Marine Economy

 

Khanh Hoa is well-known for the development of its natural environment and resources in building a dynamic economy and contributing to the State revenue. VIB Forum interviewed Chairman Vo Lam Phi of Khanh Hoa People’s Committee to get a clearer picture of the socio-economic developments of the province.

 

Please tell us how you built the infrastructure for the local socio-economic development?

To achieve its strategic objectives of socio-economic development from 2001-2005, Khanh Hoa province has implemented short and long-term measures including 18 highly efficient major programmes, contributing to the high growth of social welfare and the economy.

The province has mobilised resources at home and abroad and given preferential treatment to developing infrastructure. The total investment capital between 1995-2003 reached VND15,532 billion (VND2,800 billion in 2003, 30.7 per cent of GDP and 3.1 times that of 1995). The domestic capital increased 18 per cent per year. This efficient investment has upgraded the infrastructure, accelerating socio-economic developments in urban and rural areas, facilitating business activities in all economic sectors and improving social welfare. Project after project have been completed and operated in favour of socio-economic developments ranging from power and water supply to financial and medical services, meeting the ever increasing demand of the investment.

 

Could you tell us about some projects that contribute to local development ?

Almost all the projects have contributed to the face lift and the economic efficiency of the province. The most important are: Nguyen Tat Thanh avenue (investment of VND232 billion), Dam Mon - Van Phong Bay road (VND60 billion) and Tran Phu bridge on Pham Van Dong road (VND342 billion). The new network of roads has expanded urban areas and developed large and modern tourist centres. When Cam Ranh airport is completed and begins commercial operation, Nguyen Tat Thanh Avenue will link the airport with North Cam Ranh tourist centre, Nha Trang city, the island tourist centre and Van Phong bay. While Dam Mon road links Highway 1A with Hon Gom peninsula to develop Van Phong bay, Tran Phu bridge connects the coastal road with Highway 1A for the development of the Western part of Nha Trang. Some projects are under construction such as a road from Khanh Le commune to Lam Dong province and the embankment of the Cai River.

Due to the improvement of infrastructure, Nha Trang has developed a number of hotels and resorts of international standard such as the 5-star VinPearl tourist centre on Hon Tre Island, Rusalka resort in Tien beach, the 5-star Sunrise hotel and several other projects which open up new prospects for tourism in the province.

 

What is your assessment of the potential and efficiency of investment and how to mobilise more resources at home and abroad?

Khanh Hoa is a central coast province with Cam Ranh bay playing a crucial role in national defence and economic development. To the South, Cam Ranh airport boasts the largest and longest runway in Vietnam. With some improvement, it can become an international airport. While Ba Ngoi seaport can be upgraded into an important seaport for shipment between Khanh Hoa and other provinces of Vietnam and countries in the  region. With the airport and seaport, Khanh Hoa will be an important gateway for international co-operation, attracting more local and foreign investments.

To the North, Van Phong bay can become a transit port for container ships and an economic zone. The bay is a safe haven 20-30 metres deep and linked with land, rail and air transports. The capacity of the transit container port is estimated to be 17.5-17.8 million TEU per year and can compete with those of Singapore, Hong Kong and Kaoshung.

In the centre is Nha Trang bay, one of the 29 most beautiful bays in the world. With the advantages in location, landscape, climate, culture and history, Nha Trang - Khanh Hoa can develop diversified forms of tourism. Besides river, ecology and island tourism, Nha Trang can develop tourism of its cultural and historic relics.

So far the province has 49 foreign investment projects with a total registered capital of US$377 million including Huyndai-Vinashin shipyard, the biggest in South East Asia. However, the investment remains small compared to the potential. The province is accelerating its administrative reform and applying preferential treatment to attract local and foreign investments.

 

Which sectors does the province wish to encourage and does it attract them?

Tourism and fisheries are the spearheads of Khanh Hoa’s economy. The province will also develop sea transport, high technology, processing industry, post & telecommunications and services. Khanh Hoa together with related ministries and agencies are preparing a development plan of Van Phong bay with a transit container port and an open economic zone (trade, industry, finance and tourism) and the construction of North Cam Ranh tourist centre with services for international conferences and trade. Construction is also underway for industrial zones in Ninh Thuy, South Cam Ranh, North Cam Ranh, Van Ninh and small and medium industrial zones in Hon Nghe, Dac Loc and Dien Phu. The province has also accelerated the training of human resources and applied preferential treatment to attract investment in those industrial zones.
