Bac Ninh - An Enabling Government Starts with How to Say Sorry

Raising the awareness, responsibility, quality of service of public employees, changing the “give and take” bureaucracy to the service-centred administration, are the main contents of administrative reform. Many provinces and cities have set the goal of building a friendly and responsible government. According to many experts, a friendly government starts from changing the perception of each chain in the apparatus and knowing how to say “thank you and sorry” or distinguish its right and wrong behaviours. Chairman of the Bac Ninh Provincial People’s Committee Nguyen Tu Quynh publicly apologised to 68 companies for overlapped and bureaucratic inspections in 2017 at a monthly meeting of the Provincial People’s Committee for December 2017, and he sent the Letter of Apology to local enterprises on December 27, 2017, illustrating optimistic actions in building a friendly and enabling government of Bac Ninh province.

The Resolution of the 11th Provincial Party Congress and the Socio-economic Development Strategy for 2011 - 2020 defines administrative reform as one of three strategic breakthrough stages. To date, this work has been launched at all levels of administration towards simplifying administrative procedures and processes, creating a favourable and open environment for socio-economic development; and ensured legitimate rights and interests and ownership rights of the people. On that basis, the administration reform master programme in 2011 - 2020 clearly sets three key areas of public administrative reform: performing institutional reform; building and enhancing personnel capacity and reforming payroll policy; and improving the quality of administrative quality and public service quality. Although the strategic direction is clear, barriers and challenges are evident. Specifically, the sense of responsibility and the service attitude of a civil servant are not high, even harassing, irresponsible and insensitive to hardships and against of enterprises. Rampant inspection defames the government, spoils the public trust, and even obstructs administrative reform.

In 2017, Bac Ninh province achieved admirable socio-economic development in which the business community played a particularly important role.

On April 29, 2016, the Chairman of the Provincial People's Committee promulgated Directive 03/CT-UBND on enterprise inspection and examination in an attempt to get rid of overlapped visits and harassing, bureaucratic behaviours that upset business.

However, our reviews and business feedback showed that some agencies and localities did not seriously adhere to the Directive and still performed multiple inspections in one enterprise and manifested harassing bureaucracy.

The Chairman of the Provincial People’s Committee conveys a sincere apology to the Company for the above situation and respectfully accepts business feedback, while requesting agencies and localities concerned to give clear explanations and strictly adhere to the Directive of the province.

From 2018, the business inspection plan will be publicly announced on the province’s electronic information portal. Any improper inspections need to be promptly reported to the Chairman of the Provincial People's Committee via the following telephone numbers:

In the past years, Bac Ninh province has made great efforts to shape an open and friendly investment and business environment. With the philosophy of “working together with the business”, taking the measure of investor trust and satisfaction as the core objective of promoting economic development, all-tier authorities have spared no effort to improve the investment climate and enhance competitiveness. By accelerating reform and providing best conditions for investors, particularly foreign-led high-tech projects, authorities have increased dialogues and contacts with local enterprises to timely handle emerging problems. In the last 10 years, the Provincial Competitiveness Index (PCI) of Bac Ninh province has always stood among the Top 20 in the country, driven by its dynamism and openness. Therefore, in 2017, 68 companies unacceptably complained about multiple inspections and harassing officials. For that reason, Chairman of the Provincial People’s Committee Nguyen Tu Quynh addressed a videoconferencing meeting with inspectors in early 2018 that “In 2018, those who make more than one inspection order a year into one enterprise shall be fired.” This shows the resolve of the chairman and the strong message of the provincial government on improving the local investment climate.

Chairman Quynh said, in the coming time, Bac Ninh province will continue to monitor, rearrange and perfect the apparatus to reduce middlemen and persons in charge. Besides, the province will build an enabling and serving government and reform administrative procedures; accelerate the application of information technology to apparatus operations; and gradually set up e-government and expand online services to Level 3 and Level 4. At the same time, it will intensify operations of enterprises and “business doctor” for a better investment environment.

The act of saying sorry and the timely introduction of solutions by the administration chief of Bac Ninh province to violations and errors committed by his subordinates and agencies was highly appreciated by the public. This not only shows the government’s respect for people’s opinions and their full enjoyment of rights and interests, but also illustrates the responsibility and professionalism of provincial officials and leaders to their duties in the current period.
