Vinh Phuc Province Dedicated to Supporting Workers in IZs

As an administrator of industrial zones (IZs) in Vinh Phuc province, the Vinh Phuc Industrial Zones Management Board is committed to developing industrial zones and supporting investors and enterprises. Additionally, the board is dedicated to ensuring the well-being of workers in industrial zones, inspiring them to work hard and feel secure in their jobs for the long term. Our reporter has an interview with Mr. Vu Kim Thanh, Deputy Director of Vinh Phuc Industrial Zones Management Board, about this work.

What activities have you specifically carried out to support workers in industrial zones?

In the past, we have worked closely with the Provincial Trade Union of Industrial Zones to support workers’ livelihoods and employment through practical activities such as monitoring and urging tenants to comply with employee policies. We also encourage and recognize outstanding collectives and individuals for their work performance, as well as their children with outstanding study results. We have stepped up emulation movements to practice thrift and fight waste, improved working conditions for employees, organized annual exchange events with tenants in industrial zones, and proposed the Provincial People’s Committee build houses and introduce cultural institutions for foreign workers in industrial zones suffering from pandemic-caused staff downsizing.

Moreover, Vinh Phuc province has adopted the policy of constructing five models in enterprises that provide cultural publications, televisions and radio speakers; organize cultural, artistic and physical activities for workers to improve their spiritual life after work. This motivates them to work enthusiastically and feel secure in sticking with their employers for a long time.

Would you introduce some remarkable movements launched by tenants in industrial zones recently?

Since the beginning of this year, we have worked closely with the Provincial Trade Union of Industrial Zones and tenants to foster cultural and sporting activities for unionists and workers. Tenants in industrial zones have organized many movements for employees such as launching emulative movements to celebrate International Women’s Day (March 8) and the 1,983rd year of Hai Ba Trung (Two Sisters) uprising. From March 7-18, 2023, VINA NEWFLEX Co., Ltd held a tug-of-war contest for all employees. This contest made its employees feel more joyful, excited, optimistic and confident in life. At the same time, its employees became more aware of the importance of physical fitness and sporting training and felt more motivated at work.

As part of a series of activities to respond to Workers’ Month and Action Month on Occupational Safety and Health in 2023 and practically welcome the Trade Union Congress at all levels (2023-2028 term), from April 3, 2023 to May 21, 2023, the Trade Union of Vina UJU Co., Ltd successfully organized the 4th Sports Games 2023, with more than 150 employees participating. During the games, its employees experienced a joyful, exciting atmosphere, upheld the spirit of solidarity and mutual help, and felt emulated at work.

To practically celebrate the Trade Union Congress at all levels (2023-2028 term), the Trade Union of BHFlex Vina Co., Ltd opened the 7th BHFlex Championship 2023 at Bao Quan football field on June 13, 2023. The championship was competed by 12 men’s football teams from its business divisions. To further maintain and develop more healthy and useful playgrounds to spread physical training movements for employees after stressful working hours, the championship was also an opportunity for its employees across all departments to brace its solidarity and cohesion and boost their morale.

On June 18, 2023, the Executive Board of Sunshine Electronics (Vietnam) Co., Ltd cooperated with its Trade Union to launch the "Summer Holiday" Program at Nui Coc Lake eco-tourism area, Thai Nguyen province. Through this program, its employees enjoyed relaxing moments, met, exchanged and shared experiences with each other. This event helped inspire its employees to work harder and more productively.

To continue supporting workers in industrial zones and ensuring harmonized interests of companies and their employees, what key tasks will you carry out?

 To ensure the well-being of workers, we issued Document 1318/BQLKCN-QLLD dated June 12, 2023. The document requests tenants in local industrial zones to actively grasp the thoughts and legitimate aspirations of workers. It also requires them to create a good working environment for workers, strictly implement employee regimes and policies such as wages, salaries and support, pay social insurance, health insurance and unemployment insurance in full and on time for workers. Tenants should actively and cooperatively coordinate with grassroots trade unions of enterprises and trade unions of industrial zones to promptly resolve petitions and issues of workers to avoid collective job actions and strikes.

Tenants should also prompt informing and persuading workers to support and share difficulties with businesses amid rotating power blackouts due to lack of supply. They should ensure the regulatory legitimate interests of workers.

To ensure occupational safety and health (OSH) for workers, tenants should strictly implement measures to effectively prevent occupational accidents and diseases in susceptible industries and fields. They should provide OSH training for workers performing jobs with strict OSH requirements. Tenants should also strictly comply with OSH regulations and annual medical checkups for workers. They should strengthen coordination with grassroots trade unions and workers to closely monitor food safety and hygiene at the workplace.

Finally, tenants should actively strengthen compliance with labor laws, foster employee-employer dialogues, negotiate and promptly ensure legitimate rights and interests for workers.
