Hanoi to Grow into Green, Modern Metropolis

The Hanoi People’s Committee and the Ministry of Construction are preparing to submit the government a project on the capital city’s planning by 2030 and a vision for further development until 2050.
 
Reviewing and adjusting the project
The basic principle of the project review was carried out under the Prime Minister’s instruction in line with Hanoi’s master planning by 2030 and a vision through 2050. The project focuses on building Thang Long road axis and reviewing projects affected by the Nhue River and green belt corridors.
 
After the consideration, the committee and the ministry agreed to classify projects into the three types: The first are projects which are being implemented and do not need complete procedures to finish technical infrastructure procedures; the second are projects which need to be re-planned to match with technical and social infrastructure before implementing next procedures and the third are projects which are not included in urban and industrial development or affected by Thang Long road and green belt corridors.
 
The two agencies also said they have reviewed a total number of 143 documents, including 112 provided by the investors. Ha Dong district accounts for the highest number of documents, followed by Tu Liem, Me Linh, Hoai Duc and Thanh Tri districts. The committee has proposed the Ministry to consider and deal with projects of the first type as well as allow the investors to continue carrying out them without completing procedures for re-planning.
 
To speed up construction pace of projects, it is necessary to appraise, approve and adjust the planning on the documents, including maps of land use planning and diagrams of architectural space and transport planning.
 
Smooth transport connection between inner Hanoi and the outskirts
The Ministry of Construction has informed the government of the construction of an administrative centre and some issues related to capital planning by 2030 and a vision through 2050. The government has agreed in principle the development of Hanoi under the form of a central urban area, from belt road 3 to Pham Hung street and then to Thanh Xuan district and Hoan Kiem Lake area.
 
With the master plan, Hanoi will have a chain of urban areas along the Red River, running from Ha Dong to Thanh Tri. Besides, the Prime Minister has also okayed the construction of five satellite urban areas comprising Hoa Lac, Son Tay, Xuan Mai, Phu Xuyen-Phu Minh and Soc Son. These urban areas will be linked to big transport routes which include a road linking Thang Long and Hoang Quoc Viet and Ba Vi district and upgraded and expanded road axis 6. Under the plan, there will not be a difference between Hanoi and Ha Tay and people will have the same living condition.
 
The plan will be carried out gradually due to limited budget, said Deputy Minister of Construction Nguyen Dinh Toan said. He added that the construction of a satellite urban area in Hoa Lac will be the most feasible as Lang-Hoa Lac expressway will be completed this year. Hoa Lac urban area will be home to a national university which covers 1,000 ha. The Hanoi plan will be developed into two phases with the first schedule from now to 2030 and a vision through 2050.
