Quang Ngai is rising strongly day by day, and has become a bright spot in the economic development of the Central Region and of the whole country. Currently, Quang Ngai is making all efforts to promote restructuring and stable growth, and is striving to become an industrial province by 2020. Therefore, human resource development is considered one of 3 breakthroughs for the province to achieve its targets.
In recent years, vocational centres in Dung Quat economic zone have trained over 9,500 employees, out of whom over 1,000 technical employees possess college degrees, 250 employees have advanced skills of welding, over 6,100 employees are intermediate-level technicians and workers of level 3/7. Despite that fact, Quang Ngai belongs to the group of provinces where the trained employees rate is 28 percent, lower than the national average of 34.3 percent. The province still fails to provide enough workers for local companies so they have to search for employees in other provinces such as Da Nang and Khanh Hoa. Moreover, hiring employees in Quang Ngai costs even more because they must be re-trained before starting work. The shortage of skilled, high-quality employees has become an obstacle hindering the development of Quang Ngai.
The task of developing human resource of Quang Ngai has become more urgent than ever before. Director Nguyen Duy Nhan of Labour, Invalids and Social Affairs Department of Quang Ngai said that, to develop human resources, especially of high quality, Quang Ngai must concentrate on constructing, upgrading key vocational schools, gaining standards of schools that train employees for industries and high quality services. It must also elaborate a training programme based on requirements of the labour market and criteria for high quality human resource. Moreover, it should construct a system informing about job vacancies and forecasting future job requirements.
Expressing its interest in planning, training and developing the human resource to better meet requirements of socio-economic development of the province in a new period, Quang Ngai province has approved the Scheme of promoting the human resource development of Quang Ngai in the period of 2011-2015, with prospect to 2020. The Scheme targets to build up, develop the human resource to ensure quality, quantity, proper job structure, as well as to meet requirements of socio-economic development, to promote socialisation, modernisation and international integration, contributing to turning Quang Ngai province into an industrial province by 2020. Therefore, training, retraining, fostering skills for technical staff and employees are the major ones among tasks of training and attracting the workforce.
Quang Ngai province targets that by 2015, trained employee rate will be 55 percent; vocationally trained rate will account for 45 percent; 100 percent of staff and officers at province and district levels will be trained consistently with standards and regulations; the province will train and attract 300 masters, 20 doctors. It will also strive to achieve trained employee rate of 70 percent and have a vocationally trained employee rate that is higher than national average. In the period of 2016-2020, province will train and attract 350 masters, 25 doctors, and 100 percent of staff and officers with standard titles.
Performing the tasks of human resource development, the province has built and concentrated on realizing 5 projects: Project on improving the quality of general education; Project on vocational training, training high quality technical employees; Project on training and fostering entrepreneurs; Project on training masters and doctors; Project on human resource development in the political system. To achieve all the targets, Quang Ngai province is attracting resources to construct several high quality vocational centers, especially for specific sectors and sectors with large human demand. In addition, it enforces resources for existing training centers, including people and finance, as well as creating measures to attract talented people to solve the problem of quality in training centers.
