Quang Ngai towards Rapid and Sustainable Development

Five years after Vietnam's accession to the World Trade Organisation (WTO), along with the country's general development, Quang Ngai is robustly changing and becoming a nucleus of growth for the key central economic zone. Particularly, the advent of Dung Quat oil refinery and a series of factories in Dung Quat Economic Zone has altered the economic structure of the province. Looking to the future, Quang Ngai is focusing all investment resources on creating breakthrough steps and becoming a modern industrialised province by 2020. Vietnam Business Forum has an interview with Mr Cao Khoa, Chairman of Quang Ngai Provincial People’s Committee. Trung Kien reports.
2011 was the first year Quang Ngai province implemented the Resolution of the 18th Provincial Party Congress and it successfully completed all socio-economic development targets. So, in 2012, what solutions will Quang Ngai apply to carry out the international integration programme?
To step up extensive and intensive international integration, Quang Ngai has introduced nine solutions. Here, I mention some key solutions like carrying out synchronous action plans of the Provincial People’s Committee for major guidelines and policies to accelerate rapid and sustainable economic development; attracting potential investors to Quang Ngai; stepping up administrative procedures and effectively carrying out the Government’s Project 30; continuing to improve the investment environment and strengthen business dialogues; boosting the transparency and publicity of investment processes and procedures; and promoting investment attraction for prioritised fields.
 
Together with economic development solutions, the province focuses on implementing social security policies, particularly hunger eradication, poverty reduction and job creation. It also renovates and improves education and training quality, and steps up socialisation to mobilise social resources for education, training, health, culture and sport.
 
Quang Ngai province has reaped tremendous success in the “agriculture, countryside and farmer” resolution. Many localities are focusing on building a new countryside with modern socioeconomic infrastructure, generating employment, and applying science and technology to sustainable and efficient agricultural development. Could you talk more about this success?
It is quite certain that the “agriculture, countryside and farmer” resolution has brought a new flow of vitality into the Vietnamese countryside in general and Quang Ngai province in particular, gradually altering society. Currently, agricultural production in the province features new progress in productivity, quality and efficiency. Particularly, science and technology have a major impact on agricultural development. Many rice-cultivating models generate a value of more than VND40 million per hectare, fruit trees bring in nearly VND70 million, organic vegetables make VND120 million, and aquaculture generates over VND100 million. Although agricultural land is shrunk by speedy industrialisation and urbanisation, the value of agricultural production increases an average of 3.9 percent a year. The agricultural economic structure is being transformed in a positive direction (the proportion of livestock husbandry in agricultural value increases from 28.4 percent to 33.3 percent, agricultural services rise 3.5 percent to 3.8 percent, and countryside industrial output expands 9 percent annually).
 
Many localities have applied advanced science and technology to enrich soil, bring new crop varieties and livestock species into production, and enhance productivity. This can be seen in sugar cane fields with over 80 tonnes per hectare in Binh Trung and Binh Tan communes (Binh Son district), Pho Nhon commune (Duc Pho district), and Ba Dinh commune (Ba To district). Currently, many farmers in Nghia Ha commune and La Ha town (Tu Nghia district), Tinh An and Tinh Long communes (Son Tinh district) have successfully applied new technologies to safe flower and vegetable cultivation with a 1.5 fold rise in value.
 
Agricultural breakthroughs in Quang Ngai originate from innovative mechanisms and policies, especially the important role of the agricultural labour force. From the solid platform, the agricultural sector of Quang Ngai province is pushing back weaknesses and building greater economic models to rapidly and successfully implement Resolution 7 of the Central Party on agriculture, farmers and countryside.
 
It is clear that a vital factor for effective and sustainable development is human resources. With the target of becoming a modern industrial province, is training and attracting talent a top priority for Quang Ngai province to serve the cause of development?
To build and develop quality and sufficient human resources to serve speedier industrialisation and modernisation, international integration, and become a modern industrial province by 2020, Quang Ngai has issued decisions on postgraduate training and personnel attraction plans in the 2011 - 2015 period and orientation towards 2020. The total budget for this work is VND150 billion.
 
Under the scheme, in the 2011 - 2015 period, Quang Ngai province will train and attract 300 domestic and foreign masters and 20 doctors.
 
In the 2016 - 2020 period, it will train and attract 350 masters and 25 doctors, both Vietnamese and foreigners.
 
To ensure rapid and sustainable development in the next five years, aiming to become an industrial province by 2020, what are Quang Ngai’s strategic directions?
To develop in the coming years, the 18th Party Congress of Quang Ngai province pinpointed such criteria as annual GDP growth of 14 - 15 percent in 2011-2015 period (Industry contributes 61 - 62 percent to GDP; services, 25 - 26 percent; and agriculture, 12-13 percent), and export turnover of US$500 million by 2015. Industry is determined to reach a breakthrough, powered by annual growth of 17 - 18 percent. The province focuses its resources to develop industry in Dung Quat Economic Zone, industrial zones, and cottage industry villages.
 
To achieve the above targets, the province will focus on implementing the Prime Minister’s Decision 2052/QD-TTg on Quang Ngai socioeconomic development master plan towards 2020, and expand Dung Quat Economic Zone from 10,300 ha to 45,332 ha to form Van Tuong Open Industrial City and Dung Quat 2 petrochemical refinery and deepwater port complex. Besides, it will concentrate all resources on carrying out three breakthrough tasks: Industrial development, human resource development, and urban development. By successfully carrying out the above tasks, Quang Ngai will develop more powerfully and sustainably to contribute to the process of national industrialisation, modernisation and international economic integration.
