In 2008, Vinh Long was among nine provinces in the country selected to deploy the Vietnam Land Administration Project (VLAP). After more than 4 years of implementation, Vinh Long was evaluated by the Ministry of Natural Resources and Environment as the best performer of this project among 9 provinces. The project has contributed significantly to the reform of administrative procedures in land management in the area, increasing the attraction of the province's investment environment. Related to this issue, Vietnam Business Forum had an interview with Mr Nguyen Van Diep, Chairman of Vinh Long’s People’s Committee. Hoang Lam reports.
Could you share more about this achievement?
Since the VLAP inception in the province, Vinh Long provincial People’s Committee has defined the goals and tasks towards the implementation of the project which are to build a system of land registration, cadastral (metes-and-bounds real estate map), granting land use ownership certificates under modern methods, in which, we have to build complete land databases, regularly update changes through the consistent technology platform.
With devices and complete network infrastructure, the province has set up land database systems interconnected from the province to districts and communes under a focused model, in which the only land database is built up and stored in the host system at the provincial registry office. Land officers at districts can access this data and update it themselves. Therefore, the province can easily manage transactions, changes in land quickly and conveniently. Thanks to a unified and regularly updated data, aggregating data for specialised reports is fast, accurate, time and cost saving. Through utilization database, the land settlement procedure has been shortened. Specifically profile for splitting or transferring land is only resolved within 8 days / profile; full land transfer profile is only done within 2-3 days / profile.
As a result, from 2009 to 2012, the province completed the survey for cadastral mapping for 5 districts including Binh Minh, Binh Tan, Tam Binh, Tra On and Vung Liem with the total area of 110,501.46 ha, accounting for 70 percent of the provincial area, completed the declaration and registration for 5 districts (over 90 percent of the total number of plots required), which was printed certificates for the land at the rate of 252 363 women with named in the certificate account for 88 percent of all land use.
The provincial Department of Natural Resources and Environment has also developed a website providing dossiers of the land database.
In general, the results are very encouraging and basically meet the requirements of local land management, such as land registration, cadastral dossiers and granting certificates of land use rights, property or other assets attached to land. It has contributed to social stability, making people more confident in all development activities related to land use and such as increasing budget revenues through the implementation of financial obligations on land.
What measures do you have to facilitate businesses to access information easily as well as create a clean land fund for investors?
To increase the efficiency of the newly established land database system, the province has approved the project "development of online information providing services on Land Registration (Level 3) with upgraded content, extended operating software at the Department of Environment and Natural Resources, Land Use Right Registration Office. It is aimed to construct land information provided in many forms: Providing online land information in website or through other services such as text messages and 1080 hotline; Implementing online land registration services; searching for information about the status of land records. When the project is completed, those who want to inquire information can look up information easily and quickly. The province will initially pilot the implementation of resolution procedures for registration, land transactions through the open and transparent network which can prevent troublesome for people.
In addition, the province has invested funds for the implementation of the project "Building database and support software to build database of resources and environment in Vinh Long", in which the database is not only about land information but also integration of data like mining license, and other baseline. In addition, the province will continue to invest to complete database with more detailed integrated land, construction planning, environmental and land price information to serve multiple purposes for state management as well as forecasting macroscopic issues for the development of the province.
Could you share the main orientation of the master plan of socio - economic development of Vinh Long in 2020? To implement this plan, what specific measures and action plans is the province taking?
In agriculture, the province is striving to reach average annual growth rate of agriculture, forestry, fisheries over 5 percent/year in the period 2011-2015 and reach 4-4.5 percent/year in the period 2016-2020; Determining that rice is the staple crop, combined with vegetables crops such as vegetables, corn, sweet potatoes, soybeans in the area of about 54,000 ha of rice land by 2015 and about 51,000 ha by 2020. Total rice production in 2015 is expected to reach 800,000 tonnes and stabilize about 600,000 tonnes by 2020 including 550,000 tonnes of beans and vegetables, 800,000 tonnes of fruit, stabilize water surface for aquaculture approximately 3,400 ha by 2020; aquaculture production and fisheries will increase from 135,800 tonnes in 2010 to 238,500 tonnes by 2015 and 340-350,000 tonnes in 2020.
In industry, the province is striving to reach the average growth period 2011 - 2015 of 24 percent/year, the period 2016-2020 will be 19.5 percent/year. In particular, the province focuses on developing the following key industries: Industrial food and beverage, agricultural engineering, chemical industry, pharmaceutical industry, light industry attracted many workers (textiles, garments, footwear, leather and imitation leather, production of consumer goods) and focuses on developing approved industrial parks and industrial clusters.
In commerce – service development, the province is striving to achieve an average growth of 13.5 percent/year in the period 2011-2015 and 15.0 percent / year in the period 2016-2020; Develops the service sector towards diversification, gives priorities for services of high added value and forming the new services; Striving to have economic growth average of 13.5 percent/year for five years from 2011 to 2015 and from 14.9-15 percent/year for the last 5 years from 2016 to 2020, raising the share of services in the economy from 33 -34 percent to 38-39 percent by 2015 and 44-45 percent by 2020; Striving for exports by 2015 to reach approximately US$ 460-480 million and about US$ 1000-1100 million by 2020. It is expected that growth rate of exports in 2011-2015 about 11-12 percent/year and 2016-2020 16-17 percent/year.
It is expected that the growth rate of international visitors equivalent to 17 percent/year for the period 2011-2015 and 20 percent/year for the remaining five years from 2016 to 2020. Domestic visitors increase by an average of 14-15 percent / year from 2011 to 2015 and about 19-20 percent / year in 2016-2020. Tourism revenue by 2015 is expected at about VND230 billion and by 2020 about VND500 billion.
On social security, the poverty rate will drop at an average of 1.5-2 percent per year, until 2015 basically there will be no poor households. The province is striving to generate 25,000-27,000 jobs annually, on average; restructuring the agricultural labour sector to non-agricultural sector both in rural and urban areas.
To organise and implement this planning, on 27th June 2012, the provincial People’s Committee issued the master plan of socio - economic development of Vinh Long province towards 2020. In which, the province determines the content of the specific implementation of the master plan of socio - economic development of Vinh Long province in the 2011-2020 period, focusing on building the development planning sectors as a basis plan to implement socio-economic development plans in years and annual; programmes and investment projects in each period to implement the objectives, orientations and research projects and planning solutions projects will be implemented until 2020. The province assigns specific responsibilities to the departments, districts and other units involved in the implementation associated with monitoring and testing to improve accountability at all levels, sectors and localities. The province focuses all resources to implement plans to reach the goal of socio-economic development in each period.
In August 2012, the provincial People’s Committee issued 7 plans to implement 6 action programmes, including the plan to attract investment in Vinh Long province during period 2011 - 2015; plans to develop industrial parks, clusters and in Vinh Long period 2011 - 2015; Plan to solve the unemployment and stable poverty reduction in the period 2011 - 2015, Development and improving the quality of human resources Vinh Long Province 2012-2015 period and orientations to 2020; infrastructure development plan from 2011 to 2015 and orientations to 2020 in Vinh Long; Plan for housing development in Vinh Long province in 2011-2015; and urban development plan 2011-2015 in Vinh Long.
