More Funds Channeled into Three Dynamic Economic Regions

After nearly 12 years of carrying out the dynamic economic region construction and development investment policy of the Kon Tum Provincial Party Committee, Kon Tum province has attracted more investment capital for local socio-economic development. The interview with Mr. Nguyen Dinh Bac, Deputy Director of the Kon Tum Department of Planning and Investment will reveal more about this. Duy Anh reports.

Could you please tell us more about the potential of three local dynamic economic regions, namely: Kon Tum City Dynamic Economic Region driven by Hoa Binh and Sao Mai industrial parks; Kon Plong Dynamic Economic Region in association with Mang Den Ecotourism Complex; and Ngoc Hoi Dynamic Economic Region with Bo Y Int’l Border Gate Economic Zone?

In the Kon Tum City Dynamic Economic Region, the revised Kon Tum City Master Plan to 2030 aims to build Kon Tum into an ecological city carrying the cultural identity of the Central Highlands with the new green city model featuring tourist and trade service centers, new urban areas and hill-tribe villages in the city; develop ecological tourism in combination with the green belt along the Dak Bla River, expand and connect with Ya Ly ecological tourism around Ya Ly hydropower reservoir.

From this orientation, the South Dak Bla New Urban Area is being developed into a model urban area. Hoang Thanh Residential Area and North Duy Tan Urban Area are also being developed, helping stabilize the real estate market in Kon Tum City and bring Kon Tum City nearer to the target of becoming a second-grade urban area by 2020. Other urban areas along the banks of the Dak Bla River have been well planned with transport infrastructure well-developed especially for investors. Together with key ongoing projects (5 bridges across the Dak La River; eastern bypass road and western bypass road to Kon Tum City), many urban development investment projects will be opened to investors.

In the Kon Plong Dynamic Economic Region, the Mang Den National Ecotourism Area was recently approved by the Prime Minister with a scale of about 136,000 ha, including about 14,000 ha of the central area. This area has created great advantages in tourism development, cold-climate crop and livestock farming and high-tech agriculture. Under the hi-tech agriculture development and processing scheme, by 2020, Kon Tum province will establish two agricultural and rural development zones in Mang Den, Kon Plong district and in Dak Ha district and form at least five high-tech agriculture areas across the province. Up to now, the province has established the 170-ha Mang Den hi-tech agriculture area in Mang Den hamlet, Dak Long commune, Kon Plong district to create a premise for development of hi-tech agriculture in the area.

Determining that medicinal plants are one of local advantages and a key product, in March 2018, the Provincial Party Committee issued Resolution 08/NQ-TU on investment, development and processing of medicinal materials. Accordingly, a medicinal material conservation, investment and development planning has been established, eyeing a medicinal area of 25,000 ha in 2030, particularly including 10,000 ha of Ngoc Linh ginseng. The plan is expected to make Kon Tum a key national medicinal material region by 2030

In the Ngoc Hoi Dynamic Economic Region, the Bo Y International Border Gate Economic Zone has a very favorable position in developing trade with other areas in the country, and other countries in the region and in the world. The economic zone is provided with the most favorable investment and business environment under current regulations, including favorable socio-economic infrastructure and business management policies.

In the coming time, the Kon Tum City Dynamic Economic Region will not only invest in industrial parks and create a clean land fund to attract investors, but also promote cooperation with Da Lat City (Lam Dong province) to carry out hi-tech agriculture projects. The Kon Tum Economic Zone Authority has worked with the Kon Tum City People's Committee and functional agencies to help investors complete investment procedures to start construction on food and pharmaceutical processing factories in Sao Mai Industrial Complex.

The Ngoc Hoi Dynamic Economic Region will speed up administrative procedure reform, create the most favorable conditions for border residents to exchange and trade goods, connect and form tours between the Bo Y International Border Gate with Kon Tum City and Mang Den National Ecotourism Area. The Kon Plong Dynamic Economic Region will entice investors into Mang Den National Ecotourism Area.

What are your incentives and supports for investors in three dynamic economic regions?

Kon Tum province provides highest incentives and lowest obligations in the regulatory framework for investors.

As for investment projects developing hi-tech agriculture and medicinal materials, in addition to maximum preferential policies and investment support under central regulations, they are also entitled to enjoy other local incentive policies. Specifically, hi-tech agriculture investment projects will be prioritized to get land to build centralized residential areas to arrange accommodations for households and individuals with lawful labor contracts; enjoy highest incentives for land and tax under the law; get investment support for building greenhouses, net houses, sprinkler systems and drip irrigation facilities. Investment projects developing, processing and trading medicinal herbs are provided with production cost support and land support for growing Ngoc Linh ginseng and other medicinal plants under Resolution 09/2018/NQ-HDND dated July 19, 2018.

What are investment opportunities in these three dynamic economic regions in the coming time and your investment attraction orientation to effectively unlock these opportunities?

Different values ​​of Kon Tum in geo-economics and natural resources in relation to other localities are an advantage for the province to orient investment attraction into key areas and fields. Specifically, in the Kon Tum City Dynamic Economic Region, investors can invest in half-flooding ecological projects along the Dak Bla River, resorts in the south of the Dak Bla River, hi-tech park, hotel and conference center complex, high-tech swine breeding farms, Ia Chim Lake ecotourism projects and office service areas.

In the Ngoc Hoi Dynamic Economic Region with the Bo Y International Border Gate Economic Zone, investors can study investment opportunities in infrastructure construction projects in Bo Y Economic and Industrial Zone, vehicle tire manufacturing factories, border market projects, free trade zone and export wood factories.

In the Kon Plong Dynamic Economic Region with Mang Den National Ecotourism Area, investors can learn about investment opportunities in vegetable, root and fruit processing factories, pharmaceutical processing factories (Hong Dang and Duong Quy ginseng); hi-tech agriculture projects, Pa Sy and Lo Ba waterfall eco-tourism projects.

To date, the three dynamic economic regions have attracted about 130 investment projects, including 116 valid projects with a total investment capital of over VND 25,000 billion (US$1.1 billion). In 2018 alone, the Provincial People’s Committee licensed 26 investment projects with a total registered capital of VND948 billion.
