In 2009, despite many efforts to better the investment and business environment and speed up public administration reform, the position of Thua Thien - Hue province on the Provincial Competitiveness Index (PCI) still slid four places, from 10th to 14th, in 2009 although the PCI score was up 3.52 points.
Before a drastically emulative atmosphere to improve PCI, the Thua Thien - Hue People’s Committee has promulgated the Plan No. 21/KH-UBND on lifting provincial competitiveness index (PCI) in 2010. The objective of the province is to continue upgrading the business environment and PCI ranking of Thua Thien - Hue province to the Top 10 group, expected from 7-10th places. The province will improve all nine PCI growth criteria.
It continues to reduce market entry costs for businesses. Time to solve administrative procedures for businesses will be reduced. Target company can proceed to start the business less than 30 days, completed before April 30, 2010. In addition, administrative procedures related to land will be reduced. Transport Department of Natural Resources - Environmental preside over and coordinate the People's Committees of districts and Hue city to continue to direct the review to reduce administrative procedures on land not needed.
The province continues reducing the market entry costs for enterprises and reducing the time to deal with administrative procedures for enterprises. The province expects to help to incept business within 30 days, expected to be realised before April 30, 2010. Besides, administrative procedures related to land will also be cut off. Te province assigned the Department of Natural Resources and Environment to work with districts People’s Committee and Hue City to review and abolish unnecessary procedures on land.
The Department of Natural Resources and Environment works with other authorities to adopt many solutions to speeding up land use right certification. The department will draft regulations on land compensation and resettlement assistance, procedures for land allocation and leasing, regulations on certification of land use rights, property rights and assets attached house to land. This is expected to be completed before April 30, 2010.
With respect to enhancing transparency and information access, the Office of the Provincial People's Committee is responsible for improving the quality of information provided on the province’s website. The Department of Planning and Investment is accountable for organising and providing public and regular information relating to planning, socioeconomic development plan for people and businesses. The Department of Natural Resources and Environment, the Department of Construction, district People’s Committee and Hue City’s municipality are liable for providing information relating to planning, land use planning and construction planning to facilitate enterprises to access to land. The Department of Finance directs the further improvement of service quality, tax transactions and tax policy implementation.
Such services as searching information and business partners, consulting legal information, technological services and trade promotion will be reviewed for perfection by the Department of Planning and Investment. The Department of Industry and Trade will join hands with Thua Thien - Hue Industrial Zones Authority, district People's Committees and Hue City to speed up investment for infrastructure systems in industrial zones and complexes in association with attracting, creating favourable conditions for investors to do business. At the same time, the Department of Industry and Trade also plans to build supporting, trade promotion and advertisement plans to sell more traditional handicrafts and fine-art products.
Thua Thien - Hue province determined to reduce the time to complete public administration procedures. It assigned the Department of Home Affairs to coordinate other organs, district people's committees and Hue City to continue with inspection and supervision of administrative reform process and check the implementation of one-stop investment regime. The Office of the People's Committee is responsible for reviewing administrative procedures in line with the Project 30 of the province.
The Department of Planning and Investment closely coordinates with concerned departments and organisations to guide administrative procedures and legal documents relating to investment and construction management to facilitate enterprises to do business in the province. The department is also responsible for advising the Provincial People's Committee adjust regulations on construction planning and investment in the province. This is expected to be completed before March 15, 2010.
The People's Committee of Thua Thien - Hue province also introduced plans to execute programmes to enhance dynamic and proactive leadership of the province, improve the quality of labour resource training, better legal institutions and upgrade infrastructure.
