Quang Ninh Ready for Cooperation

Quang Ninh, with a favourable geopolitical position, is often considered “Vietnam in miniature” because it has golden forest, silver sea, rivers and mountains, spectacular landscapes that attract all visitors and cling to the feet of any person. Among its benefits, Quang Ninh offers many attractions of invaluable cultural and historical value; as evidence that this land of peace and prosperity was sought out and selected by the ancestors of the Vietnamese.

 

The people of Quang Ninh are people with fire in their hearts, thirst for living, and full of enthusiasm; this is the motivation to promote the advantages of this land.

To bring into full play the inherent advantages of its nature and people, Quang Ninh has been building its new vision, planning and developing for a new future. Quang Ninh Investment Promotion Conference 2012, co-chaired by Quang Ninh People’s Committee and Ministry of Planning and Investment, took place February 23-24, 2012 in Ha Long City, with the sole aim of introducing the land of Quang Ninh with an old people but new thinking, transitioning harmoniously from hot growth to green growth; from unsustainable to sustainable development; to find new prosperity.

 

The Quang Ninh Investment Promotion Conference 2012 has been one of the most important investment promotion events of Vietnam this year, aimed at introducing the Quang Ninh’s strategy of social economic development to 2020 and vision to 2030; with benefits, mechanisms, and policy for investment attraction, creating motivation for economic development.

With title “Quang Ninh-combines the best”, the conference proudly welcomed Prime Minister Nguyen Tan Dung; former State President Tran Duc Luong;  leaders of ministries, central agencies; leaders of cities and provinces across the country, and more than 1,000 international and domestic delegates, including investors, well-known experts, media agencies and sponsors.

The conference focused on two main topics. The first was “Re-defining Quang Ninh”, including Re-defining Quang Ninh in the global context; Identifying Quang Ninh in correlation with provinces/cities in the whole country; Comparative advantages of Quang Ninh that no other localities have; and Challenges to Quang Ninh. And the second was “Quang Ninh - new development roadmap”, focusing on the viewpoint of the Government for development of Quang Ninh; Development model of Quang Ninh in future; New policy attracts investment in Quang Ninh; What Quang Ninh needs to do to take initiative in participating and enjoying benefits from the regional and global integration process; International development background and lessons of experience for Quang Ninh; New development model of Quang Ninh; Breakthrough for Quang Ninh New development roadmap; and Investment in Quang Ninh – way to success.

Speaking at the conference, PM Nguyen Tan Dung asserted, “To effectively promote the potentials, advantages and to strive to build Quang Ninh into an industrialized and modern province by 2015, along with the comprehensive implementation of solutions set out by the Provincial Party Congress, Quang Ninh needs to work closely with the central ministries, agencies and other provinces” to implement key tasks. For these tasks, PM Dung particularly emphasized developing appropriate policies to create breakthroughs so that by 2015, Quang Ninh province will basically become a modern and industrialized province, together with the protection of natural resources and environment, firmly ensuring defense-security and territorial sovereignty, developing into a major industrial and service centre of the country, giving priorities to maritime economic development, high quality eco-tourism, marine and island tourism, and building a large entertainment complex in Van Don Economic Zone. Also, mobilizing all domestic and foreign resources to invest in and develop comprehensive and modern infrastructure systems, giving priority to projects with strategic significance such as the Noi Bai - Ha Long, Ha Long - Mong Cai traffic routes; the Road linking Ha Long with the Hanoi - Hai Phong Highway; Hai Ha - Mong Cai Highway; Thanh Hoa - Quang Ninh Coastal road; Van Don airport; Yen Vien - Pha Lai - Ha Long Railway; and Cai Lan, Hai Ha Ports.

In addition, Mr Pham Minh Chinh, Party Secretary of Quang Ninh, said the conference is a chance for Quang Ninh to convey the message about the “Vietnam in miniature” full of opportunities and an attractive and reliable destination for investors by creating a forum for managers, investors, domestic and foreign enterprises, international organizations, and researchers to talk about socioeconomic development issues and study investment opportunities in Quang Ninh; concurrently proposing interregional development policies and solutions to attract maximum resources for the socioeconomic development of the whole country. 

“In our opinion, with new determination, we patiently call for and are ready to cooperate with everyone interested in the strengths of Quang Ninh,” shared Mr Chinh.

Speaking at the conference, Mr Nguyen Van Doc, President of People’s Committee of Quang Ninh province, presented some difficulties and challenges as well as advantages of Quang Ninh in comparison with other places. He stated, “Our message to all looking to tap the advantages of this place is that we warmly invite you and are ready for cooperation. We will always accompany and bring good conditions and preferences during the investment process for investors.”

At the conference, 19 Memorandums of Understanding were signed by the province in cooperation with the Lao province Luong Prabang, Vietnam Airlines, FPT Joint Stock Company, the military-run Viettel Company, Bank for Foreign Trade of Vietnam (Vietcombank) and Vietnam Bank for Industry and Trade (Vietinbank).

Also, several foreign-invested projects were licensed by Quang Ninh province, including a US$47 million project to build a flour mill by VFM-Wilmar Flour Mills Co, Ltd, a project to invest in building infrastructure of Hoanh Bo industrial park by Geleximco Group with capital of US$182 million, and a $43 million project to build Lam Ngoc villa complex by Tuan Chau Group. Besides, 17 enterprises and organizations were awarded because of their contribution to the development of Quang Ninh.

 

Within the framework of the conference, participants attended two seminars with the topics “Development trend of Entertainment Industry – International experiences and lessons for Vietnam” and “Green growth – Key Trend for Vietnam.”

For the first seminar, participants discussed the future development model for Quang Ninh, with the role not only as a tourism point and service centre, but also to meet all demands for entertainment for local and foreign tourists. The later focused on issues related to the need to build the Green growth strategy; current status of green growth in the world and in Vietnam: research and analysis of world trends; green growth view-point of the world and Vietnams view towards Green growth strategy, define the Green Growth strategy for the case of Vietnam.

 

Following the two seminars is the Business Meeting - a forum for international and domestic investors to negotiate directly with Quang Ninh’s partners.

 

1.  The only province of Vietnam with all-embracing natural conditions for economic, cultural – social development bearing the characteristics of Vietnam such as: forest – natural resources – marine – tourism – border, trade…

2. Having the best conditions for trade with China through a system of land and sea border gates.

3.  Number One Centre of Vietnam for coal resources, power industry, cement and construction materials.

4. Having the best conditions for developing tourism: Sea, spiritual culture (Ha Long Bay, Bai Tu Long Bay, Yen Tu, Cua Ong, Van Don …).

5. The province has the longest beach of 250 km with over 2000 islands, accounting for two thirds of the islands of the country, including 1000 named islands.

6. The only province in the country has 3 belonging cities; in 2012 it will have 4 belonging cities (Ha Long, Mong Cai, Uong Bi and Cam Pha).

7. The most miner-crowded province with high income is a potential market for suppliers, goods distribution.

8. The only province with government approved Van Don economic zone construction oriented to become a high-quality sea eco-tourism center, international trade and finance center including international financial and banking, non-tariff trade district; a traffic hub in the international air, maritime services.

9. The earliest province to complete the government administrative reform project, currently implementing e-government to further promote the reforms of administrative procedures.
